Elmendorf AFB, AK has a requirement for Food Service Attendant Services for a basic year and four option years. The SIC is 5812. This Request for Proposal (RFP) is issued as a competitive 8(a) set-aside pursuant to Section 8(a) of the Small Business Act. Award of a contract will be made to the responsive, responsible offer whose proposal offers the best value to the government. Best value will be determined based on an integrated assessment of each proposal in terms of price, experience, and past performance. There is no geographical restriction. The Small Business Administration (SBA) Requirement number is 1084-98-803142. Joint Ventures are allowable on competitive 8(a) set-asides, however, the joint venture agreement must be received by SBA prior to proposal due date and approved before award of a resulting contract. If you are contemplating a joint venture on this project, you must advise your assigned Business Opportunity Specialist (BOS) as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations. Any corrections and /or changes needed can be made only when your BOS has adequate time for a thorough review before the proposal due date. No corrections and/or changes are allowed after time of submission of proposal or bids. Scope of Work: Contractor shall provide daily operation for food service facilities on Elmendorf AFB, AK to include two dining facilities, a flight kitchen, and two satellites. The contractor shall provide equipment, tools, supplies, supervision, and other services necessary to perform Food Service Attendant Services. The contractor shall maintain and operate equipment, along with providing complete ground maintenance and janitorial services for the food service facilities. The contractor shall provide employee positions to include: dining hall table bussers, cashiers, food servers, and food preparation employees. The contractor shall perform to government directives and industry standards for allspecialized food and support systems. The contractor shall be familiar with and comply with all applicable OSHA standards. Government Furnished Property and Services include: Initial issue of all mandatory government publications, facilities or space for contractor's supplies, equipment, administrative space and limited required training. The Government will furnish water, sewage, electricity, heating and cooling, phone service, police and fire protection. The solicitation shall be issue o/a 22 May 98.
