Federal Aviation Administration (FAA) plans to develop a national
Engineering Center (EC) facility and desires to lease approximately
90,000 rentable square feet of first class office space in one of four
metropolitan areas: Atlantic city, Dallas/Ft. Worth, Pittsburg, or
Washington, DC. The EC facility must be located within 5 miles of the
boundaries of the Atlantic City International Airport, the Dallas/Ft.
Worth International Airport, the Pittsburg international Airport, or
the Dulles International Airport, Regan Washington National Airport, or
Baltimore/Washington International Airport, and excludes the Central
Business Areas (as defined by General Services Administration) of the
above-named cities. Minimum requirement includes: 90,000 of first class
office space. Onsite (exterior) parking for 400 employees, plus
approximately 50-100 additional parking spaces for visitors and vans.
Occupancy not later than March 30, 2000. The FAA will apply decision
criteria such as operational cost, economicdevelopment, program
management, and ability to attract and retain employees in order to
select the one site that represents the best overall value to FAA. The
FAA objective is to execute a 20-year lease prior to
occupancy/construcion based on an "open book" approach. If you have, or
can deliver a building, that meets the above geographical, building,
and schedule requirements, please submit your expression of interest by

interest should include: Location and physical description of the
building or site including acreage, topography, layout, age, status,
utility services (including fiber optic capabilities), soils,
environmental conditions, and road and other improvements. If possible,
please attach a photograph rendering, plan map, on/or illustration
which best represents the building or site. Pleasedescribe the
ownership structure of the building or site. Please include any pricing
information that might be available. Please include information on the
surrounding infrastructure such as restaurants, child care facilities,
shopping, neighboring facilities, and public transporation.
Participation in the Solicitation for Offer process shall be limited to
those respondents who indicate their interest by responding by the May
15, 1998 deadline. The FAA reserves the right to reject any or all
