513-648-5169 Fluor Daniel Fernald (FDF) is the operating contractor at
the DOE site at Fernald, OH engaged in cleanup activities. We are
seeking responses from construction/remediation firms having the
ability to remediate lead contaminated soil as it pertains to trap
ranges. It is estimated that the contamination extends to six inches
below the surface. Firms responding to this inquiry must have the
in-house laboratory resources to conduct soil treatability studies and
have the requisite field experience and capability to provide
stabilization of a large quantity of lead contaminated soil. Firms
responding to the solicitation must be able to demonstrate their
ability to provide stabilization of lead contaminated soils to meet
RCRA TCLP levels, provide evidence of having remediated a minimum of
five similar projects within the last five years totaling at least
150,000 cu. yds of soil, have experience in insitu or exsitu
stabilization of lead soils at U.S. Govt. owned facilities (Dept. Of
Energy experienced preferred), have experience in waste minimization,
excavation, loading, hauling, and disposal of lead contaminated soils,
be able to provide a suggested verification standard for soil
stabilization in accordance with EPA standard No. SW-846 that has been
accepted by the USEPA (acceptance by Region 5 preferred). Firms
responding should submit documentation demonstrating their capabilities
including: a list of similar projects performed, the names of the
clients for which the work was performed, the amount of soil
remediated, the approximate dollar amount of the project, provide
evidence that the firm's safety EMR rating is less than 1.00 for the
most current reporting period or no greater than 1.05 over the most
current three year period with evidence that the EMR rating is
progressively improving over that period. Additionally each firm
responding must submit a conceptual lead soils stabilization
treatability work plan detailing (1) the goals of a treatability study
(2) the technologies to be utilized for soil stabilization, (3) all
QA/QC procedures and examples of associated documentation, (4) detailed
description of the analytical and testing scheme to be used, (5)
conceptual schedule to perform the work. All documentation submitted
will be reviewed for content and completeness. Firms determined by FDF
to be the most qualified will be issued a request for proposal. A
maximum of three request for proposals (RFP) will be issued. Each RFP
will require the firm to provide a treatability study, in FY 98, based
on soil samples which will be provided by FDF. Additionally each of
the three firms will be asked to provide an option price to perform the
remediation of approximately 3000 cu. yds. of soil in FY99. Companies
