Center intends to negotiate a firm-fixed-price, commercial item supply
contract for an In-Vessel Composting System. The system shall be
capable of processing at least six (6) net tons of feedstock waste
material, including biosolids, per day. The system shall include (1) a
575 cubic foot, mobile, stainless steel-lined mixer powered by an
industrial-quality diesel engine; (2) a mobile, self-cleaning stacking
conveyor to carry blended material from the mixer to the composting
container(s); (3) air tight composting container(s) lined with high
density polyurethane/polyurea to facilitate unloading and to prevent
corrosion; (4) a programmable process controller and data storage unit
capable of downloading and converting data into graph and chart
format; and (5) an air filtration subsystem designed to remove foul
odors and volatile organic componds generated by the composting process
(40 CFR 503). The successful offeror shall provide professional quality
site preparation drawings, blueprints and specifications to enable the
government to prepare the installation site. The successful offeror
also is responsible for equipment installation; start-up and initial
operation; operation and maintenance manuals; staff training; and
statistical process control assistance/evaluation. Delivery terms are
F.O.B. destination to Naval Air Station Whidbey Island, Oak Harbor, WA.
This procurement is conducted as a 100% small business set-aside under
SIC 5083. The successful offeror must have, or obtain prior to award,
a DUNS number, CAGE Code and TIN. The Contracting Officer will
consider offers from all responsible, technically qualified small
business concerns. Evaluation criteria include: technical capability of
proposed items to meet the requirement, past performance, and total
price/financing terms. Solicitation documents will be available for
