modification to a combined synopsis/solicitation printed in the 13
April 98 edition of the CBD. The original synopsis was a two-part
synopsis. The purpose of the modification is to extend the closing date
for receipt of offers and to answer questions submitted in response to
the combined synopsis/solicitation The closing date for receipt of
proposals is being extended to 28 April 98, 3:00 PM local time. The
following questions and answers are being provided: 1) Question.
Trailer specifications require vibration isolators between generator
set base tank and trailer. What kind are we required to install? Pad
type O.K. There is usually none provided because these isolation pads
are between generator skid and frame. Answer. Isolation pads between
generator skid and frame are satisfactory. 2) Question. Trailer
specifications require that the trailer weight capacity must exceed
weight of generator set and fuel by 15%. Is this correct or do you need
a trailer that can handle the weight of generator set and fuel with 15%
capacity left? Answer. Weight capacity of trailer must exceed weight of
generator set assembly with all fluids at maximum levels with a minimum
of 15% capacity left. 3) Question. We have reason to believe these
trailer mounted generator sets currently exist. If so, who is the
manufacturer and what is the make and model and are there drawings,
specifications or other documents available? Answer. It is NAWCWPNS
intent to procure units in which all components are commercially
manufactured and mass produced providing us with a unit that should
remain serviceable for years to come and not end up with special built
one of a kind units that are obsolete right after they are
manufactured. The requirements are all very basic and should be easily
met by any manufacturer of generators. Requirements have not been
tailored to any one manufacturer. If an offeror has units or options
available that they think make their units more suited to our
requirements and operational conditions, the offeror may provide
documentation and pricing for those units and options. 4) Question. Due
to the lack of specificity in the solicitation, it is therefore our
conclusion that you are granting us a great deal of latitude in meeting
the general specifications that are listed. Is this conclusion correct?
Answer. NAWCWPNS has identified its minimum requirements and
operational conditions and is giving the manufacturers the opportunity
to propose units they feel are best suited for our needs. We are
looking for common off the shelf units which our research has shown are
available from several well known manufacturers. 5) Question. Do any
dimensions or specifications exist for the trailer beyond what was
listed? Answer. No, it is our impression that generator manufacturers
typically provide trailers that are designed to carry their generators.
For our application, minimum specifications have been provided and
durability is a major factor. 6) Question. We are concerned that
without more specific knowledge of what type of gauges, plugs, etc.
that are desired we may be unable to perform to the delivery schedule
if suddenly it is determined by NAWCWPNS that a component we desire to
use is incompatible with your other systems. What is NAWCWPNS position
on this type of scenario? Answer. If the offeror does not have a
standard configuration offered, (2) 115 volt, 20 amp duplex outlets and
(2) 115 volt twist lock outlets are desired. We will install our own
three phase outlets. 7) Question. What type of paint and color is
desired for the trailer and generator enclosure? Answer. Manufacturers
standard colors are acceptable. White would be the color of choice but
not required. The most durable finish type would be the most desired.
By giving minimum specification requirements and operation conditions
we are giving the manufacturers the opportunity to assess our needs and
use their expertise and knowledge to provide units and options
available which are best suited to our requirements. All other terms
