RESOURCE PROJECTS SOL DACW57-98-R-0011 DUE 071698 POC Contract
Specialist MARTINA HARWOOD (503) 808-4614 (Site Code DACW57) Economic
studies will be performed in conjunction with various Corps of
Engineers reconnaissance, feasibility, and general design engineering
studies. Work will include evaluation and measurement of economic
impacts of Corps projects. All work will be performed under an
indefinite quantity contract. the primary emphasis of this contract,
and the most likely types of studies to be performed under this
contract, are economic analysis of deep draft and inland navigation
projects, regional impacts of project actions, and fish and wildlife
mitigation or protection measures. Other potential studies may include,
but are not limited to: economic analysis of flood control measures,
municipal, industrial, and agricultural water supply, hydropower plant
operation and configuration alternatives, recreation projects,
economic base studies, land use studies, and commercial fishing
analysis. The Contractor should have broad experience in economic
studies particularly water resource related studies as listed above,
experience with National Economic Development analysis or similar types
of cost-benefit analysis, and knowledge of the Pacific Northwest. The
evaluation criteria in relative order of importance are: (1) Corporate
experience and performance in the economic analysis of water resource
projects and other projects or issues with emphasis on navigation,
regional impact analysis, and fish and wildlife/environmental projects;
(2) Staff experience, education and qualifications, particularly the
project manager and senior staff; (3) Ability to perform work related
to Northwest issues, including proximity to Portland, Oregon; (4)
Demonstrated ability to manage complex studies and subcontractors.
Price will not be scored but a determination of price reasonableness

base year with four option years. Solicitation willbe available on or
about June 16, 1998 at no cost. This solicitation is 100% set-aside for
small businesses, the size standard for which is a concern, including
its affiliates with average annual sales or receipts for the preceding
