Standards and Technology (NIST) intends to acquire services from Summit
Research Corporation of Gaithersburg, Maryland on a sole-source basis
to connect the Electronics & Electronic Engineering Laboratory (EEEL)
internet database with the Calibration Program Database. The NIST
intends to solicit one source under authority of FAR 13.106.2(a)(5),
which authorizes contracting without providing for full and open
competition when only one source is reasonable available. This is a
follow-on project. Summit Research Corporation has previously conducted
a feasibility study for networking the various calibration databases
being used across the Gaithersburg, MD and Boulder, CO campuses. Summit
Research Corporation possesses the knowledge of the CP database, knows
the structure and how it operates and it would be costly to duplicate
this effort by contracting with another vendor. This is a combined
synopsis/solicitation in accordance with FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; a quotation is being
requested from Summit Research Corporation and a written solicitation
will not be issued. This solicitation number 53SBNB860048 is issued as
a Request for Quotation (RFQ). The Contract Line Item Numbers (CLIN),
descriptions, and unit issue are as follows: CLIN 0001, Develop a
structured message format for data from the Electricity Division
Database that will allow easy loading into the Test & Calibration (T&C)
database, one (1) lot; CLIN 0002, Work with the Electricity Division to
develop the routines to format the message, one (1) lot; CLIN 0003,
Develop a VB program subroutine to load data from the formatted message
and insert into the T&C database. Allow the operator to assign a folder
number. A formatted e-mail reply message shall then be generated that
will reply to the Electricity Division message with the appropriate
folder number, one (1) lot; CLIN 0004, Expand the T&C database to
include extra fields, calculations, and reports in order to be
incorporated as part of the internet-based electricity relational
database, one (1) lot. The proposed period of performance is 3 months.
The clause at 52.212-1, Instructions to Offerors -- Commercial Items
and 52.212-4, Contract Terms and Conditions -- Commercial Items,
applies to this acquisition. Also, the clause at 52.212-5, Contract
Terms and Conditions Required to Implement Statutes or Executive Orders
-- Commercial Items applies to this acquisition, including
subparagraphs: (6) 52.222-26, (7) 52.222-35, (8) 52.222-36, (9),
52.222-37, (14) 52.225-19. The Contractor agrees to comply with the FAR
clauses in this paragraph, applicable to commercial services, which the
Contracting Officer has indicated as being incorporated in this
contract by reference to implement provision of law or executive orders
applicable to acquisition of commercial items or components, including
the following subparagraphs: (1) 52.222-41, Service Contract Act of
1965, As Amended. (U.S. Dept. of Labor, Wage Determination No. 94-2103
is hereby incorporated into this solicitation); and (2) 52.222-42,
Statement of Equivalent Rates for Federal Hires. DOC agency-level
protest procedures, level above the Contracting Officer, which is
available in full text and can be downloaded from the NIST external web

text for the above FAR clauses are available at the following internet
address: http://www.gsa.gov/far. This solicitation document and
incorporated provisions are those in effect through Federal Acquisition
Circular 97-04. Summit Research Corporation shall submit: 1) three (3)
copies of a quotation addressing CLINs 0001-0004; 2) a completed copy
of the provision at 52.212-3, Offeror Representations and
Certifications -- Commercial Items, which may be downloaded from:
http://www.nist.gov/admin/od/contract/repcert.htm; and 3) Cost/Price
information in sufficient detail to permit the Contracting Officer to
determine price reasonableness. Faxed quotations shall be acceptable.
Interested parties may identify their interest and capability to
respond to the requirement or submit quotes. This notice of intent is
not a request for competitive quotes. However, all quotes received by
April 30, 1998 will be considered by the Government. For information,
