services for the 377th Communications Squadron, Kirtland AFB, NM. POC

(505) 853-1106. The Operational Contracting Division, Kirtland AFB, NM
is seeking sources capable of performing communication, computer and
visual information services for the 377th Communications Squadron,
Kirtland AFB, NM. The government is currently performing these
services, and a cost comparison under OMB circular A-76 will be
conducted to determine the most cost-effective mode of operation. A
contract will not be awarded if government performance is determined to
be more advantageous. This is the second synopsis of the requirement.
The government was unable to make a small business set-aside
determination as a result of capability statements provided in response
to the first Sources Sought Synopsis posted 28 Jan 98 to the CBD, and
subsequently amended on 9 Feb 98. Previous capability statements
received by this office are no longer valid. Services include but are
not limited to: The management, operation, maintenance and planning of
communications, computer systems, multimedia services and Information
Management for the 377th Air Base Wing and support for approximately
200 associate units (approximately 20,000 personnel). Incumbent must
perform/manage the following: Telecommunications operations and
maintenance for a 29,000 line MSL-100 Supernode Switch, telephone and
data communication service for the wing and associate units, to include
approximately 10,000 telephone troubles, 11,000 work orders and 6,000
LAN drops per year; cable maintenance of over 200,000 copper and fiber
optic cable-pair miles of direct buried, underground and aerial cable;
security and maintenance of sensitive cryptographic teletype equipment
and base STUIII key system; maintenance of the storm detection radar
user interface, 5 air to ground UHF/VHF radio systems as well as over
4,000 land mobile radios (LMRs); maintenance of the Kirtland
Underground Munitions Storage Complex (KUMSC) intrusion systems
consisting of X-ray machines, metal/weapons detection systems,
auto-guard portal controllers, hand geometry readers, black and white
charged coupled device cameras and black and white monitors, vicon
remote switchers, video switching systems, video loss detectors, and
thorn multiplex systems; supervision of over $3.6 million of automated
data processing equipment for over 120 accounts; computer maintenance,
e-mail and LAN service to over 1,500 users; maintenance of network
management architecture and infrastructure backbone for over 6,000
users, 12 routers, 20 servers and 40 hubs/concentrators; maintenance
and repair for over 200 long haul and point to point circuits;
maintenance and repair for two fiber multiplexer systems, Air Force
internet router, unclassified and Secret internet protocol routers;
daily processing for over 150,000 pieces of mail each month to over 65
base agencies; implementation of over 40 Command, Control, Computer
and Communication (C4) Systems projects per year to include completion
of all host base actions/coordination with Major Commands, HQ USAF and
other contractors prior to installation of the supporting C4 System
equipment; C4 long haul and local communication planning; support for
operational and contingency plans to support possible deployment
exercises and/or emergencies; operation of an audiovisual/multimedia
laboratory which supports the base and associate units for
approximately 5000 work orders per year resulting in delivery of
approximately 90,000 various photographic and digital products; graphic
arts services for approximately 400 work orders per year resulting in
delivery of approximately 40,000 various products; video
documentation/production capability which produces approximately 45
video documentary and 10 video productions per year; publications
support to include Air Force, AFMC and local forms and publications
management. Top Secret and Secretclearances are required. Small
business firms capable of performing a minimum of 50% of the described
services as the prime contractor IAW FAR 19.508(e) and 52.219-14 are
invited to submit a description of their capabilities and experience by
COB: (8 May 98) to the following address: Detachment 8, Air Force

Blvd. SE, Kirtland AFB, NM 87117-5606. No extensions to the above
submittal date will be authorized. Submissions should be limited to no
more than 25 pages and should be pertinent and specific as to the
technical areas the firm can perform as the prime, and in addition,
describe the subcontract management plan for the remaining 50% to
include the identification and experience of known team
members/subcontractors and their technical areas of expertise. Finally,
small business firms should submit a description of their experience
for the services that the firm intends to perform as the prime, i.e. an
outline of previous projects, to includespecific work previously
performed or being performed by the small business (not subcontracted).
The applicable SIC code/size standard for this requirement is 4813/1500
employees. This synopsis is for planning purposes only and does not
constitute a solicitation for bids/proposals. Responses will assist the
government in determining whether to set-aside/restrict competition in
some way or solicit offers from all responsible sources. Firms
submitting statements of capabilities should indicate whether they are
small, small disadvantaged, 8(a), woman-owned or HBCU/MI. The
government will not pay for any information submitted in response to
this announcement. An Ombudsman has been appointed to hear concerns
from potential offerors or offerors during the proposal development
phase of this acquisition. Potential offerors should communicate first

to request information, pose questions and voice concerns before
contacting the Ombudsman. In those instances where potential offerors
cannot obtain resolution from the contracting officer, they are invited
