The Space and Naval Warfare Systems Command has a requirement for Information Warfare-Defend (IW-D) engineering and program management support. This support will ensure the successful and timely implementation of IW-D products and services across various Naval platforms worldwide. The engineering and program support services will include, but not be limited to, systems engineering, implementation/installation support, software engineering, system security engineering, integrated logistics support, and general program management support. The requirement will be for one (1) base year with four (4) one year options. Total hours of support base plus all options)will be 1,089,920. The projected contract type will be Cost Plus Fixed Fee. It is anticipated that the Request for Proposal (RFP) for this requirement will be issued on or around 15 May 1998. Offerors submitting proposals responsive to the terms and conditions of the solicitation will be required to give an oral presentation to demonstrate their understanding of and capability to perform the requirements of the solicitation Statement of Work (SOW). In addition, offerors are required to submit a written task plan, not to exceed 25 pages, for the following sample task, concurrent with submission of their cost proposal and technical briefing slides: In today's information technology environment within the Department of Defense there is tremendous pressure to implement an infrastructure that is compatible with both the civil government (Department of Justice, Department of State, etc.) as well as the private sector (banking industry, medical community, etc.). One of the major portions of this IT infrastructure is the implementation of a security management infrastructure to handle both X.509 certificate management and electronic key management. The focus of certificate management is to implement a certificate management infrastructure (CMI) to create, manage, and update user certificates to provide Identification and Authentication (I&A), integrity, confidentiality, and non-repudiation of data security features. The focus of electronic key management is to migrate away from paper key generation and distribution towards an electronic key management system. The offeror should provide a brief plan of action and milestones (POA&M) in order to implement a proposed SMI within the Department of the Navy (DON). The proposed SMI solution should be developed in accordance with today's constraints (reduced funding, reduced manpower) that is focused towards compatibility with civil government and the private sector. Functionality included is electronic mail, and key management for legacy systems such as the KG-84 and new systems such as the FASTLANE and TACLANE. The offeror should include the following in their response: high level system diagram showing major components of SMI, proposed set of policies needed to be developed, a labor mix using the labor categories defined in the solicitation, and a brief concept of how the SMI operate. The offeror should also discuss the interaction/ interdependency (if any) between the CMI and the key management infrastructure. (0113)
