Marine transportation of 300 passengers from Naval Station Everett Washington to Puget Sound Naval Shipyard, Bremerton, Washington, each weekday morning with return trip to Everett each weekday afternoon. Use of one vessel per trip is preferred but simultaneous use of two vessels may be acceptable. Passenger-only fast ferry service expected to commence 01 April 1999 for a maximum period of six months, with estimated usage during that period of six to twelve weeks. Contractor is responsible for vessel crew, fuel, maintenance, and compliance with all safety and environmental regulations. Contractor is permitted to sell snack items and beverages to passengers. Contract type will be Firm, Fixed-Price Requirements type awarded under procedures for commercial (FAR Part 12) services. The Service Contract Act applies. Source selection will be based upon a greatest value analysis, considering price and other factors (which may include technical capability and past performance). The evaluation of technical capability may include, in addition to other factors, minimizing transit time [no more than 1 hour and 40 minutes] while minimizing resulting wake.
