W -- RENTAL OF PAGERS SOL DAAN02-98-R-2016 DUE 042398 POC Contract Specialist KATHLEEN WILDER (508) 233-4124 (Site Code DAAN02) This is a combined/synopsis/solicitation for commercial item Pagers prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. A Firm Fixed Price Contract is intended to be used for the procurement of a rental service for pagers for one year from the time of award with four option years. The requirements are as follows: Contractor shall furnish all labor, material, maintenance and equipment necessary to provide unlimited pager service on the following: Rental of 110 Active and 10 Inactive Alpha Numeric Pagers; 50 Active and 5 Inactive Nationwide Sky Pagers; and 65 Active and 5 Inactive Alpha/Numeric Local Pagers. The following specifications are needed: All three types of pagers must have: 1) light for reading display 2) be able to store at least 15 messages 3) have group message capability 4) personal greeting change capability 5) passcode change capability 6) indicate time message was left 7) page hold and page release capability. The Alpha Numeric and Nationwide Skypagers must also have: 1) capability to either use Alpha messaging or leaving a numerical message 2) provide either or both audio and vibrate modes of operation 3) page listen and page resent capability. Skypagers must also have: 1) nationwide coverage 2) digital display 3) both audio and vibrate modes of operation. Nationwide Skypagers must have: 1) national coverage. The government will be liable for any units lost or stolen. This liability will not be in excess of the contractor's normal charge of replacement of the units. The amount of which must be established to the government's satisfaction before payment shall be made by modification to this purchase order. The contractor shall provide unlimited phone calls and maintenance for furnished pagers, replacement units for defective units within 24 hours after being notified, and non-activated additional units, which will only be activated after notification is furnished by the authorized government representative that a unit is defective and requires repair. Service shall include 24 hour use of contractor's paging facilities, in the normal manner of operating maintenance or replacement of non-working units, unless the failure thereof is clearly due to user abuse. Contractor is responsible for delivering pagers at start of contract and picking up pagers at end of contract at no additional cost to the Government. Delivery is F.O.B. Destination: U.S. Army Soldier Systems Command, Kansas St., Natick, MA. 01760. This solicitation document incorporates FAR provisions and clauses in effect through Federal Acquisition Circular 97-03 as applicable. FAR provision at 52.212-1 applies. FAR Provision at 52.212-4 applies and DFARS clauses listed in 252.212-7001 are attached as addenda; and 52.212-5 applies and includes the additional FAR clauses: 52.203-6 (ALT. 1); 52.203-8; 52.203-10; 52.217-5; 52.217-8; 52.217-9; 52.219-8; 52.219-14; 52.222-3; 52.222-21, 52.222-22; 52.222-26; 52.222-35; 52.222-36; 52.222-37; 52.225-3; 52.225-9; 52.233-3. DFARS provision 252.225-7000; DFARS Clauses 252.206-7000; 252.219-7005; 252.225-7012; 252.247-7023; 252.247-7024; 252.225-7001; 252.225-7002; 252.225-7003 applies. FAR Provision at 52.212-2 applies and in accordance with paragraph A of that clause, the following evaluation factor shall be used to evaluate offers in descending order of importance: 1. Contractor literature must show that units meet government specifications, and 2. Price. Following the evaluation of all proposals, the Government will select the lowest priced proposal that meets the government specifications. Written proposals required. Response time is 11 May 1998 by 15:30 P.M. EST. for submission of proposals to the above contracting office. Offerors shall include a completed copy of the provision at FAR 52.212-3 with its offer and certification. The applicable SIC code for this effort is 4812. For the purpose of this requirement, any concern employing 1500 or fewer employees is considered a small business.
