This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) Subpart 12.6., as supplemented with additional information included in this notice. This announcement constitutes the only quotations being requested and a written solicitation WILL NOT be issued. Solicitation number RFQ 540-08-98 is issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through FAC 97-04. The SIC Code is 3531 and the small business size standard is 750 employees. The company shall provide the following: Seven (7) ton DUMPER with 106 HP Perkins turbo diesel engine at 2200 RPM, 4 cylinder and water cooled. Max. torque 261. Capacities: max. safe load 15400 lbs. Powershift transmission with 4 speed forward and reverse with changes of speed and direction controlled by one column-mount lever. Tires: 16/70 x 20, 14 ply AS Farmer tread. Brakes and Axles: Twin-circuit totally endorsed multiplate oil-immersed discs mounted on both axles with automatic adjustment for wear. Hand operated parking brake, heavy-duty axles with epicyclic reduction and fully floating halfshafts. ROPS/FOPS frame and canopy fitted as standard. Two copies of operators and service manuals shall be included. Standard warranty shall be included. Source of supply is: Machinery Depot America, Inc. Racine, Wisconsin. Brand name is THWAITE. Place of delivery is to West Virginia National Cemetery, Grafton, West Virginia, which shall be FOB Destination within two weeks after receipt of a purchase order. ~~Offerors responding to this announcement shall provide the information contained in FAR clause 52.212-1, Instructions to Offeror -- Commercial Items and shall include a completed copy of provision 52.212-3, Offeror Representations and Certification -- Commercial Items. An authorized representative of the offeror must sign these representations and certifications. The Offeror shall also provide its Commercial and Government Entity (CAGE) Code, Contractor Identification Number (DUNS), and Tax Identification Number. Clause 52.212-2, Evaluation -- Commercial Items applies to this acquisition. The Government will award a contract resulting from this synopsis/solicitation to the responsible offeror whose offer conforming to this synopsis/solicitation will be most advantageous to the Government, price and other factors considered. (1) Technical capability, (2) past performance, and (3) price. Technical and past performance when combined are significantly more important than price. Offerors shall provide technical information and a minimum of three past performance references, preferably government references.
