synopsis/solicitation for commercial items prepared in accordance with
the format FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. Solicitation No. 1425-98-17-08590 is
issued as a Request for Quotation (RFQ) and incorporates provisions in
effect through Federal Acquisition Circular 97-01. This acquisition is
a Small Business set-aside. The size standard is 750 employees and the
standard industrial classification code is 3585. U.S. Bureau of
Reclamation, Grand Coulee, Washington has a fixed price requirement for
the following items: CLIN 0001 -- Chiller (Air Conditioning Unit), 100
ton, Trane Model No. RTWA100, or equal -- 1 Each, Specifications as
follows: Unit is to be leak and pressure tested to at least 450 psig on
the high side and to at least 300 psig on the low side, then evacuated
and charged. Unit is to be shipped with a full operating charge of oil
and refrigerant (HCFC-22). Evaporator is to be a tube-in-shell heat
transfer design with internally finned copper tubes roller expanded
into the tube sheet. Evaporator is to be designed, tested and stamped
in accordance with ASME for a refrigerant side working pressure of at
least 300 psig. The evaporator is to be designed for a water side
working pressure of at least 215 psig. Each shell will include a vent,
a drain and fittings for temperature control sensors and is to be
insulated with at least 3/4 inch of Armaflex II, or equal, insulation.
Condenser is to be a tube-in-shell heat transfer design with seamless
internally/externally finned tubes expanded into the tube sheet.
Condenser is to be designed, tested and stamped in accordance with ASME
for a refrigerant side working pressure of at least 450 psig. The
condenser is to be designed for a water side working pressure of at
least 150 psig. Each tube bundle will be cleanable and replaceable.
Compressor and Oil Lube System -- The compressor will come with a
rotary screw compressor that is semi-hermetic, direct drive, with step
and variable load and unload valves for capacity control, rolling
element bearings, differential refrigerant pressure oil pump and oil
heater. Refrigerant Circuits -- The chiller package will have two
independent refrigerant circuits, with one compressor per circuit. Each
refrigerant circuit will include a compressor suction service valve,
discharge service valve, liquid line shutoff valve, removable core
filter drier, liquid line sight glass with moisture indicator, charging
port and an electronic expansion valve. Unit Controls -- All unit
controls will be housed in a weather-tight enclosure. Microcomputer
controls will provide all control functions including start-up and shut
down, leaving chilled water temperature control, compressor and
electronic expansion valve modulation, anti-recycle logic, automatic
lead/lag compressor starting and load limiting at the minimum. The
controls willalso automatically take action to avoid unit shutdown due
to abnormal operating conditions associated with low refrigerant
temperatures, high condensing temperatures and motor current overload.
If the conditions do not correct then the unit will shutdown.
Controls, Protective, Functions -- Unit protective functions will
include at the least loss of chilled water flow, evaporator freezing,
condenser entering and leaving water temperatures, low refrigerant
pressure, high refrigerant pressure, reverse rotation, compressor
starting and running over current, phase loss, phase imbalance, phase
reversal, high motor winding temperature, high oil temperature, and
loss of oil flow. The control will provide water regulating valve with
head pressure control for low entering condenser water temperature.
The unit will have a menu driven digital display that indicate
operating data points including chilled water set point, current limit
set point, leaving chilled water temperature, evaporator and condenser
refrigerant temperature and pressures, compressor total operating hours
and starts. Diagnostic checks will be made, saved/stored, and displayed
when a problem is detected. The digital display must have the capacity
to be read and advanced on the unit without opening any control panel
doors. Standard power connections must include 460 volt/60 hertz/3
phase main power not to exceed 225 amps and115 volt single phase power
connections for control power. Control Power Transformer -- A control
power transformer will be factory installed and wired. Across the line
starter. Chiller unit capacity 110 tons. Chilled leaving water
temperature 44 degree F. Chilled water flow rate 300 gpm. Condenser
water maximum flow rate 340 gpm. Condenser water entering temperature
may at be below 60 degree F. For sizing purposes an entering
temperature of 75 degree F will used. Chiller unit overall dimensions
will fit within an envelope 6 foot high by 3foot wide by 9 foot long.
Please state Model and Warranty that you are bidding. If bidding an
equal, technical literature will be required for review prior to award.
The items must be delivered to U S Bureau of Reclamation, Warehouse B
-- Door 6, Industrial Area, Grand Coulee WA 99133 by June 12, 1998. The
following FAR provisions and clauses apply to this acquisition:

is tailored to incorporate the following clauses by reference:

52.225-20. The Government intends to make a single award to the
responsible bidder whose bid is most advantageous to the Government,
based on items meeting the specification, delivery schedule,and price
and price-related factors considered in descending order of importance
as listed here. The closing date for receipt of offers is May 11,
