Business Center intends to negotiate a commercial (FAR Part 12) sole
source contract with OVID Technologies, Murray, Utah under the
authority of FAR 6.302-1. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular (FAC) 97-04. Only one responsible source and no other
supplies or services will satisfy agency requirements. A justification
for other than full and open competition is being prepared in support
of this acquisition. This procurement is to improve access to medical
knowledge based resources for clinicians in VA VISN 22. VISN 22 covers
medical facilities at Long Beach, San Diego, Loma Linda, West Los
Angeles, including the Southern California System of Clinics, and the
VA medical facility in Las Vegas, Nevada The Requirement is for basic
and advanced database search software that includes full text
collections within the website using OVID technology's Z39.50 Web
Gateway as well as the OVID JAVA Client fora base period of one year,
with two additional option year renewal periods. Full text access
includes all photographs, illustrations, charts, graphics, and
hypertext links. It must include extensive seamless links within
journal articles, between journal articles, as well as between MEDLINE
and CINAHL and the full text collections. Advanced database search
includes vocabulary mapping that automatically analyzes user's natural
language query and suggests appropriate controlled vocabulary terms
for searching. Procurement includes Contract Line Item (CLIN) #1: OVID
Application Software Site License for 25 concurrent users. CLIN #2:
CD-ROM copies of the MEDLINE and HealthSTAR databases as backup to the
Web access. Qty, 6 copies. CLIN #3: Subscriptions for access to the
following OVID on-line databases: MEDLINE 25 User License; CancerLit-10
User License; HealthSTAR -- 10 User License; BioethicsLine -- 10 user
License; AIDSLINE -- 10 User License; Core Biomedical Collection -- 5
User License; Biomedical Collection II -- 5 User License; Biomedical
Collection III, 5 user License; Biomedical Collection IV -- 5 User
License; Mental Health Collection -- 5 User License; Nursing Collection
-- 5 User License. CLIN #4: CINAHL Database -- 10 User License. CLIN
#5: Additional Licensing Fees for Added Sites in VA VISN 22 (4 total
sites). The proposed contract action is for supplies or services for
which the Government intends to solicit and negotiate with only one
source. Interested persons may identify their interest and capability
to respond to the requirement or submit a proposal. This notice is not
a request for competitive proposals. All proposals received by 4:00
P.M. Pacific Daylight Time, May 15, 1998, will be considered by the
Government. A determination by the Government not to compete this
proposed contract based on responses to this notice is solely within
the discretion of the Government. Information received will be
