Berlin. The Space and Naval Warfare Systems Center San Diego plans to
contract on a non-competitive basis for a fixed-price purchase order
with Information Systems Laboratories, Inc. 7047 Carroll Road, San
Diego, CA 92121, for the following: Base Period: Phase 1 (Review) --
Collect, assemble, process relevlant non-acoustic, ASW research
documents from various sources to include SPAWAR Systems Center
Library, DASD (ISSO), and other known sources and categorize documents
by technology area and currency of the technology reflected therein;
Option 1: Phase 2 (Analysis) -- Compare prior research results with
relevant ongoing research proposals, such as the Advanced Sensor
Applications Program (ASAP) and recommend areas where prior research
and new non-linear dynamics research can potentially make contributions
to ongoing non-acoustic ASW research; and Option 2: Phase 3 (Planning)
-- Plan approaches to implementing technology recommendations into
ongoing research projects and support Government technical manager in
implementing recommendations. The work under the base period must be
completed by 31 July 1998 in order to meet the requirements and keep
the Non-Linear Dynamics Applications Project on schedule. This
requirement includes a security classification level of up to and
including Top Secret. This is a combined synopsis/solicitation prepared
in accordance with the format in the Federal Acquisition Regulation,
supplemented with information included in this notice. This
solicitation incorporates provisions and clauses at FAR 52.213-4 Terms
and Conditions -- Simplified Acquisitions (FEB 1998), and any others
that are applicable and in effect through the current Federal
Acquisition Circular (FAC) and the Defense Acquisition Circular. It is
the contractors responsibility to be familiar with all applicable
clauses and provisions. No RFQ will be prepared or made available.
While price will be a significant factor in the evaluation of the
offers, the final contract award will be based on a combination of
priceand delivery/a determination of responsibility/technically
acceptable low bids). "Note 22 applies, however, all offers received
within 15 days (in lieu of 45 days) after date of publication of
original synopsis will be considered by the Government." See Numbered
