O'Neill, Contract Specialist, (202) 366-5513 The U.S. Department of Transportation, Research and Special Programs Administration (RSPA) intends to negotiate a sole source acquisition with the Center for Infrastructure Finance Studies, Institute of the Americas, in accordance with FAR 6.302-1, to facilitate the North American Free Trade Agreement (NAFTA) Transportation Consultative Group, Working Group on Science and Technology's five-year plan for cooperation in research and technological development in transportation. To ensure successful implementation of this plan, it is essential to engage the private sector in an exchange with public sector and academic representatives on strategies to finance and facilitate the development and adoption of new transportation technologies, products, systems, and approaches. Therefore, the Institute of Americas will design a program to facilitate a dialogue on new and innovative sources of financing for transportation research and development efforts aimed at improving the overall NAFTA transportation infrastructure.
