The United States Postal Service is seeking a contractor to provide design services in conjunction with two periodic catalogs; USA Philatelic and The International Collection. The contractor would be required to transform Postal Service provided concepts for the catalogs into final designs which are ready for hand-off to a printer. The contractor will also be asked to originate catalog concepts for approval by the Postal Service. The Postal Service will retain approval authority and overall management of the work performed by the contractor; however, the contractor will have account management responsibilities such as cost containment, schedule adherence, coordination with the Postal Service's printing contractor, coordination with various Postal Service organizations, etc. The contract type will be cost reimbursement plus award fee. The award fee will be based on the contractor's performance as subjectively determined by the Postal Service. The contractor must be able to expand and contract its human and technical resources in a cost effective way with the ebb and flow of the Postal Service's requirements. The catalogs will generally be produced on a regular schedule. However, circumstances may give rise to the need for the Postal Service's placement of relatively spontaneous requirements on the contractor. The contractor's operation in direct support of the contract must be located East of the Mississippi River. This requirement is driven by time zone considerations in day to day communications between the contractor and the Postal Service. It is also driven by the potential travel costs between Washington, DC and the contractor's operations location. The Postal Service will hold a conference with potential offerors to provide them with a more detailed picture of the requirements that will be included in the solicitation. The conference will be held in Washington, DC, from 9 AM to noon, on May 8, 1998. Attendees should allow fifteen minutes for registration with Security Personnel upon entering thebuilding.
