Hawkins, Chief, Procurement Section, (301) 435-0366 This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number NHLBI-PS-98-280 and is issued as Request For Quotation (RFQ). The solicitation includes all applicable provisions and clauses in effect through the Federal Acquisition Circular 97-03. This is a small business set aside. The Standard Industrial Classification (SIC) code is 3821, size standard 500 employees. This acquisition intends to purchase a Controls Retrofit a component of a Fermentor, Model 500L, Government owned equipment, manufactured by ABEC, Inc. of Philadelphia, PA 19178. The specifications of the Controlled Retrofit is as follows: and installation. One (1) each Elephant Ear and installation. One (1) charge for removing the cooling coil, and one (1) eachSteamlock Assembly and installation. This equipment is designed to restore a 300-liter fermentor manufactured by ABEC, Inc. (1) INSTRUMENT ENCLOSURE: to be installed in a new Nema-12 electrical cabinet and Panel mount instruments will be mounted in the door of the enclosure; (2) AGITATION: Display -- digital readout on A-B PLC, Control -- A-B-PLC control of output for RPM control; (3) TEMPERATURE: Sensor -- Pyromation RTD, Amplifier -- Burns, 4-20 mA isolated output, Display -- Digital readout on A-B-PLC, Accuracy -- (+/-) 0.2 degree C., Control -- A-B-PLC control of existing heat, cool, and steam valves in conjunction with recirculating pump semi-auto sterilization cycle after manual setup with vessel empty; pH: Sensor -- Ingold, gel filled, pressurized electrode with holder, Amplifier -- Ingold model 2301 with temperature compensation, 4-20 mA, Display -- Digital readout on Amplifier DPM and A-B PLC, Control -- A-B-PLC control of existing automatic solenoid valves; (4) AIR AND GAS FLOW: Sensor/Amplifier -- Two (2) Brook: Mass Flow Controllers for Air and O/2 to sparge 4-20 mA input/output, Display -- Digital readout on A-B PLC, Control -- A-B PLC control of O/2 and Air flows; (5) DISSOLVED OXYGEN: Sensor -- Ingold, polarographic, in place sterilizable electrode, Amplifier -- Ingold model 4300, 4-20mA output, Display -- digital readout on Amplifier DPM and A-B PLC, Control -- A-B PLC control of O/2 flow, agitation, air flow and back pressure; (6) PRESSURE: Sensor -- Rosemount sanitary diaphragm type transducer type 2088 transmitter 4-20 mA, Display -- Digital readout on A-B PLC, Control Existing vessel back pressure regulator; (7) LEVEL(FOAM): Sensor/Transmitter -- Luminite level probe and transmitter 4-20 mA, Control -- A-B PLC Control of existing automatic solenoid valve; (8) ADDITIONAL DISPLAYS: Sensor -- Existing addition tank level probes, Display -- Acid tank level, Base tank Level, Antifoam tank level and Nutrient tank level. (9) PLCAND OIT SOFTWARE: Programmable Logic Controller (PLC); Hardware -- PLC will be for sequential and loop control of processes, Power Requirements -- Controller shall be supplied for use on 120 VAC with an isolated ground, Battery backup -- Lithium battery/backup of memory will be required, CPU Capacity -- CPU shall be required with 25% of memory capacity for future expansion after all programming is complete; Software -- PLC Programming, Structure -- The rungs of logic must be written in process variable categorized form which will be determined by the processes controlled, Internal Documentation -- The program ladder logic must be fully documented; (10) OPERATOR INTERFACE TERMINAL (OIT): Hardware -- Local operator interface shall be with keypad entry, Software -- Screen Menus -- A hierarchical screen menu system shall be provided. The top level must be an overview screen to display process variables, set points, and loop status (auto manual, cascaded, or off). Three tiers of menus, each protected with a password shall be selected from the overview screen. The tiers diagram must be submitted; Security -- From the overview screen, selection must be made to enter the operator, maintenance, or engineer screens. Upon selection of screen area desired, the user shall be prompted for a password to enter all areas, Operator Access -- Full access to loop controls, dissolved Oxygen cascade control hierarchy and SIP setup, Engineering Access -- Full access to DO cascade setting such as high and low limits for cascade switch points and tuning constants; (11) DOCUMENTATION: Two (2) copies of approval drawings on pressure vessels must be submitted prior to commencement of manufacturing. This includes assembly type shop drawings from the vessel fabricator, Technical cut sheets for components related to instrumentation and control, Operation/instruction manuals, installation/maintenance manuals, calibration data for factory calibrated components, wiring schematics for instrumentation and control components, recommended spare parts list, approval drawings and list of materials which shall include assembly drawings and electrical schematics, as-built drawings and list of materials, disk copy of controller source code program, disk copy of as-built drawings on Auto-Cad version 12, must be available on request. The instruments must calibrated and tested, and must be warranted against manufactures defects. The Government's desired final delivery and acceptance schedule is December 31, 1998 at 9000 Rockville Pike, Bethesda MD. 20892. The provisions of FAR Clause 52.212-1, Instructions to Offerors -Commercial Items, applies to this acquisition. The provisions of FAR Clause 52.212-2, Evaluation -- Commercial Items is applicable to this acquisition. Award will be made on the technical merits of the instrument proposed meeting the Government's specifications. Price will be a secondary factor for award. The Offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications -- Commercial Items with its offer. The provisions of FAR Clause 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The offeror must provide two (2) copies of the proposal and descriptive literature inclusive of all specifications and workmanship as part of the quotation.
