is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. (ii) Solicitation 98CRSS1009
is being issued as a Request for Proposal. (iii) Solicitation document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-04. This procurement is open to all
responsible sources and is not set-aside for small business, the SIC
code is 3861 and the size standard is 500 employees. (iv) There are two
contract line items, CLIN 01 -- Quantity 1 each; Durst Optromat CL
vertical enlarger brand name or equal manufacturered by Durst, Colenta
America Corporation, Paramus, New Jersy. Fully motorized enlarger with
micro-computerized focusing and sizing system, closed loop 2000 watt
color head, cooling blowers, build-in voltage stabilizer and power
unit, control desk, serial interface, built-in supplementary filter,
built-in VCNA translator, high speed data printer, 2 Calcomp 2000 watt
lamps, 10 x 10 mixing box, remote control. CLIN 02, 1 each, K04028 (or
equal) Optoroll aerial film carrier or equal. The following
specifications are considered essential and the salient characteristics
of this requirement, a) light source to be 2000/120 V watt halogen lamp
with separate glass reflector; b) motor driven dichroic densitometric
filters from 0 to 130 D with additional white-light filters. Density
diaphragm to control light intensity up to .60ND, c) power consumption
shall be approximately 3000W, d) automatic magnification and focus
setting through the use of motorized drives, e) automatic reciprocity
failure correction for color and density, f) control panel/console to
rapidly and precisely adjust the magnification, lens, and filters. The
panel shall have illuminated displays built-in data printer, and a
remote control for fine adjustments and exposure start switch. Program
shall store up to 10 different lenses in memory; g) the enlarger shall
have a Closed Loop Dichromatic color head that shall automatically
compensate for color and density fluctuations during the exposures with
extreme evenness of illumination and color mixing, cooling fan
mechanism for lamp house and mixing box with thermal overload cutoff
and low vibration; h) electronically controlled shutter built into lens
carrier, opening only when lamp has reached correct color temperatures,
and then automatically closing to return lamp to preheat mode; I)
built-in digital timer with start, interrupt and stop functions,
covering timing range for .8 to 999.9 seconds; j) automatic calculation
of exposure time for any filtration or rawstock change; k) system
programming capability with at least 20 memory channels for autofocus
exposure data for photographic material, and balancing of various
configurations; l) aerial roll film negative carrier with up to 10 x 10
film input capability, glass must be anti-newton's ring glass; m) lens
comparable with existing Rodagon and Nikon specifications for 50mm to
300m; n) hook-up for on-line densitometry; o) a feature that allows
the head to be lowered to permit easy film changing; p) alarm functions
that indicate when operating margins are exceeded or when an error
occurs; q) the printer and accessories shall have a minimum warranty of
one year; r) price shall include on-site installation and training of
printing and maintenance staff. Included will be operational service,
and parts manuals. (v) Delivery shall be FOB destination to Sioux
Falls, South Dakota, on or before 120 days from the date of contract
award, Monday -- Friday, 7:30 am to 3:30 pm. Inspection shall be
performed at the EROS Data Center by the Contracting Officer's
Representative. Equipment inspection shall include the actual operation
of all elements of the equipment. Prior to acceptance, contractor must
demonstrate to the Contracting Officer or appointed representative
through actual operation of all elements of the equipment that the
equipment meets the operating specifications stated herein. Acceptance
shall be performed by the Central Region Contracting Officer, Denver,
Colorado; (vi) The following FAR provisions apply to this
solicitation; 52.212-1, Evaluation-Instructions to Offerors-Commercial
Items and 52.212-2 Evaluation-Commercial Items. (Offerors MUST submit
product literature and other information required under this clause to
be considered for award.) Evaluation criteria to be included in
paragraph (a) of provision 52.212-2 are as follows: (a) technical
capability of the item offered to meet the Government's requirements;
(b) past performance of the offeror; and (c) price; in descending order
of importance. In determining which proposal offers the greatest value
or advantage to the Government, overall technical merit will be
considered more important than price or cost. The degree of importance
of price or cost as an evaluation factor will increase with the degree
of equality in the technical merits of the proposals. Between
acceptable proposals with a significant difference in technical rating,
a determination will be made as to whether the additional technical
merit or benefits reflected by a higher priced proposal warrants
payment of the additional price or cost. All offerors are to include
with their offer a completed copy of provision 52.212-3, Offeror
Representations and Certifications. (Copies of FAR 52.212-2 and
52.212-3 are available upon request from the Contracting Officer. (vii)
the following FAR clause applies to this acquisition: 52.212-4,
Contract Terms and Conditions-Commercial Items. (viii) The following
additional FAR clauses, which are cited in clause 52.212-5, Contract
Terms and Conditions Required to Implement Statutes or Executive
Orders, are applicable to this acquisition: 52.203-6, Restrictions on
Subcontractor Sales to the Government; 52.219-8, Utilization of Small
Business Concerns and Small Disadvantaged Business Concerns; 52.222-26,

agree to hold prices firm for 90 calendar days from the date specified
for receipt of offers. All offers shall be sent to the U.S. Geological
