The National Institutes of Health Library intends to issue a solicitation for a firm fixed-price contract for accessing full text versions of Elsevier's journals through the Web. The subscriptions are to be interfaced with existing government local area networks on a sole source basis using Elsevier's proprietary software. The solicitation will be issued in accordance with FAR 6.302-1, only one responsible source can satisfy the requirements. All responsible sources may submit a proposal which shall be considered by the NIH Library. The deadline for proposal submission is 05/19/98.
