Request for Quotation (RFQ) for participation in the replacement and
modernization of the Guidance Navigation and Control Center (GNCC)
mission analysis and planning systems. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC
intends to have Johns Hopkins University/Applied Physics Laboratory
(JHU/APL) participate in this replacement and modernization of the GNCC
mission analysis and planning systems. This participation requires
broad experience and expertise in the conceptualization, design, and
implementation of mission analysis, mission planning, and trajectory
design functions for a variety of scenarios including low Earth
orbiting, geostationary, highly eccentric, libration point, lunar, and
interplanetary (including asteroid and comet rendezvous) missions.
Through a wide range of flight projects, JHU/APL has developed and
demonstrated broad experience and expertise in conducting mission
analysis and planning functions for a variety of mission scenarios. In
addition, JHU/APL has unique experience and expertise with asteroid
and comet rendezvous mission design and implementation as demonstrated
through the comet rendezvous mission design & implementation, the
Nearth Earth Asteroid Rendezvous (NEAR), and Comet Nucleus Tour
(CONTOUR) missions. As such, they are qualified to address this aspect
of mission analysis and planning, providing general consultation,
providing general consultation, serving as a Beta user, and supporting
the validation and benchmarking of products being developed for use in
support of these mission scenarios. The Government does not intend to
acquire a commercial item using FAR Part 12. See Note 26. Interested
firms have 15 days from the publication of this synopsis to submit in
writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
15 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
ARE NOT acceptable in response to this notice. All responsible sources
may submit an offer which shall be considered by the agency. An
