(NO. 190905 AND 191416) THAT REFERENCED SOURCES SOUGHT ANNOUNCEMENT NO.
N00178-98-Q-1061. The Naval Surface Warfare Center, Dahlgren Division
is seeking to identify sources capable of providing design,
fabrication, documentation, engineering, integration, training and
testing for a variety of Navy and Marine Corps weapon systems, their
components and subcomponents. Navy and Marine Corps weapons
systems/programs to be supported include, but are not limited to, Naval
Surface Fire Support (NSFS) Program; Target Location Designation
Handoff System (TLDHS); Fuze Development; Minor and Medium Caliber
Ammunition; various 6.2 Marine Corps sensor projects; Radar Absorbing
Materials Program; etc. This requirement is a follow-on to NSWCDD
Contract N00178-95-D-1008 with Synetics Corporation. This is a Sources
Sought Announcement to be set-aside according to Navy acquisition
policies in the following order of precedence -- 8(a) and small
business concerns capable of fulfilling the requirements of a 5-year
indefinite delivery/indefinite quantity type contract. Task orders to
be issued will involve work relating to guns, munitions, sensors,
electronics, optics, guidance and control systems, aerodynamic design,
and mechanical and structural engineering. The following are the
general areas of support: 1) Product Design consisting of electronic
circuit design, mechanical component design to include items to
withstand high "g" gun launch, sensor design, guidance systems design,
CAD/CAM capability, and optics design; 2) Component Fabrication of
experimental rubber panels to achieve special electrical properties and
electronics to include surface mounting electronic components and the
fabrication of mechanical components; 3) Project Management Support to
include development and maintenance of Lotus Notes, review of ECPs,
planning documents and schedules, conducting technology evaluations,
performing requirements analysis and allocation reviews, drafting,
reviewing and analyzing advanced warfighting concepts papers, providing
electronic presentations, televideo conferences, visually recording
special events and digitalization and transfer of images, scanning,
optical character recognition (OCR) and archiving documents on CDs; 4)
Engineering Analysis such as providing modeling and simulation support
to include high level architecture (HLA) design, development and
analysis for modeling simulations, conducting engineering data analysis
related to design or development, analysis to support predictions,
trends or modeling related to financial, technical or human factors
issues, and finite element, thermal, structural or hydrodynamic
analysis; 5) Systems Engineering and Integration for gun and fire
control, combat systems, and Marine Corps weapons and sensors; 6) Test
Support including analysis of test data, preparation of test and
experiment plans, gun barrel inspections, and gun mount trouble
shooting; 7) Software Engineering including C/C++ programming to
support real time control functions; 8) Preparation and Maintenance of
Detailed Program Schedules using Primavera; 9) Training including
combat tactics and operational concepts, equipment operations and
maintenance, preparation of electronic manuals; 10) Computer Network
Administration; 11) C4I Command, Control, Communication, Countermeasure
and Integration analysis and documentation; and 12) Technical
Documentation including reports, graphics arts to render weapon system
concepts and battle scenarios, design and preparation of presentation
materials, and creating and managing data bases. A SECRET facility
clearance is required during contract performance. It is anticipated
that approximately 100,000 labor hours (approximately 53 individuals)
will be required annually of the following labor categories: Program
Manager, Senior Principal Engineer, Systems Engineer, Computer
Scientist, Project Engineer (electrical and mechanical), Technical
Writer, Technician, Configuration Management Specialist, CAD Operator,
Typist, and Engineering Assistant. Certain desired types and levels of
experience for selected Key Personnel categories include the following:
Program Manager -- A BS degree plus fifteen years of general experience
with eight years specialized experience in supervision, management, and
scheduling; demonstrated aptitude and capacity for program management
and leadership in DOD contracting and the ability to direct the work of
a group of individuals. Senior Principal Engineer -- A BS degree in
addition to fifteen years general experience and eight years
specialized experience in engineering computer or physical science, or
mathematics; MS degree and eight years experience and four years
specialized experience or a Ph.D. and six years general and three years
specialized experience in the fields of engineering, computer sciences,
or mathematics may be substituted; should be capable of conducting
difficult engineering/scientific problems and providing advanced,
specialized assistance to project leaders in a variety of tasks
including development of specifications, documents and test
specifications. Systems Engineer -- BS degree in engineering, computer
or physical sciences, or mathematics; seven years general and three
years specialized experience; MS degree in engineering, computer or
physical sciences, or mathematics plus five years general and two years
specialist, or a Ph.D. plus three years general and one years
specialized experience in engineering, computer or physical sciences,
or mathematics may be substituted; should be capable of independently
conducting specialized technical analyses, solving difficult technical
problems and contributing to the development/enhancement of
engineering models, and/or develop programs to enhance, implement and
support the assigned technical effort. Computer Scientist -- A BS
degree in computer science, computer engineering, electrical
engineering or mathematics plus seven years general and three years
specialized experience; MS degree plus five years generaland two years
specialist, or a Ph.D. plus three years general and one years
specialized experience in computer science, computer engineering,
electrical engineering or mathematics may be substituted; should be an
experienced programmer with programming skills in C and C++ as a
minimum. Project Engineer -- A BS degree in engineering, computer or
physical sciences, or mathematics plus five years general experience;
MS degree plus three years general or one year specialized experience
or a Ph.D. may be substituted; capable of ensuring that project
outcomes are consistent with established solutions to complex
engineering problems; may provide engineering resources to
programs/projects in support of research, analysis, design,
development, product assurance, and/or test of weapon systems. Senior
Technical Writer -- A BS degree in communication, journalism, English,
or a related field; five years of experience may be substituted;
responsible for preparing/reviewing technical reports, manuals,
training documents, progress reports, progress reports, results of
status meetings, etc. Senior Technician -- Two years training from a
trade school, junior college or college in addition to five years
experience in engineering application with a practical knowledge of
electronic or mechanical design; should have experience in the
operation of test equipment, recording of test data, electronic
fabrication to include the surface mount of electronic components, and
should have the ability to coordinate various portions of a project.
Configuration Management Specialist -- Two years training from a trade
school, junior college or college in addition to three years
specialized experience in configuration management. Places of
performance include NSWCDD, Dahlgren, Virginia and Marine Corps Systems
Command, Quantico, Virginia in addition to the contractor's facility.
The Standard Industrial Classification (SIC) Code for this requirement
is 8711 and the size standard is $20M of average annual receipts over
the past three years. Interested parties are invited to respond to
this Sources Sought Announcement Number N00178-98-Q-1061 by providing,
at a minimum, the following: (1) demonstration of your understanding
of Navy and Marine Corps weapon systems; (2) demonstration of the
offeror's ability to provide support in the technical areas identified
above; (3) sample resumes of the Program Manager [1 resume], Senior
Principal Engineer [2 resumes] Systems Engineer [2 resumes], Computer
Scientist [2 resumes], Project Engineer [2 resumes], Senior Technical
Writer [2 resumes], Senior Technician [1 resume], and Configuration
Management Specialist [2 resumes] -- A summary table specifying the
areas of support, past experience in years and a description of past
work experience should be provided the table should list each candidate
by name; (4) corporate experience in fulfilling similar requirements
for the Government -- list the contract value, nature of the contract,
duration, and a reference contact person; (5) facilities including
square footage of buildings and laboratory space including specialized
equipment; and (6) company size based on the identified SIC Code. If
subcontracting is contemplated, the Capabilities Statement shall
contain sufficient information concerning the planned subcontracting
arrangement to assure the Government that the limitations of FAR
52.219-14 can be met. These limitations require that at least 50% of
the cost of contract performance incurred for personnel will be
expended for employees of the prime contractor. Offerors who are
seeking consideration under a set-aside shall include letters of
agreement from all proposed subcontractors showing their concurrence
with the planned arrangement and division of work. Responses to this
Sources Sought Announcement shall provide a succinct response to this
announcement and should not exceed a maximum of 40 pages. Two copies of
the response to this announcement are due on or before close of
business on 01 June 1998 and shall be forwarded to Mrs. Janice S.
