B -- ECONOMIC INFORMATION SERVICES SOL CC-98-Q-0023 DUE 050898 POC Boyd Greene, Contract Specialist (202) 874-5442 (I) THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. (ii) CC-98-R-0023. This solicitation is a Request for Quotes (RFQ). (iii) The RFQ document and incorporated provisions and clauses are those in effect through FAC 97-04. (iv) This Request for Quotes (RFQ) is issued under the guidelines for Full and Open Competition. (v) Provide a price for one or both of the following Line Items: Line Item 0001 -- U.S. ECONOMIC ANALYSES AND FORECASTS REPORTS, LINE ITEM 0002 -- INTERNATIONAL ECONOMIC ANALYSES REPORTS. Requirement descriptions are set forth in the following line items. (vi) 0001 -- U.S. ECONOMIC ANALYSES AND FORECASTS REPORTS shall include quarterly analyses and forecasts of economic conditions in the United States, including at least three historical years and three future years. These analyses will be updated at least semiannually and address not only the national economy, but also the major U.S. geographic regions (such as "Northeastern US" or "Southwestern U.S.), individual states, and the 50 largest MSAs. Each analysis will include tables with historical and forecasted data on critical economic statistics such as income, employment, prices, housing, production, etc. The reports will be provided in an electronic manner convenient to the OCC's Intranet (Agency wide) or in some other manner of electronic access convenient to OCC employees. 0002 -- INTERNATIONAL ECONOMIC ANALYSIS REPORTS shall include data and analyses of international economic conditions on country-by-country basis. These analyses will provide historical data and future projections on critical economic factors such as income and production, trade by sector, import/export trends, inflation rates, and currency exchange trends. They will also address critical risk factors such as changes in political or legal environments. The International Economic Analyses will be provided in paper format and will be updated quarterly or more frequently. Updates shall be especially frequent for countries experiencing rapid changes in economic conditions. (vii) The successful offeror will be informed as to specific points of delivery. (viii) FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Offerors shall submit existing product literature to support their quotation. (ix) FAR 52.212-2 applies to this acquisition. (a) Evaluation factors and their relevant order of importance are: (1) technical capability of the product(s) to meet the OCC's requirements stated above, and (2) price. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications (Available from Contracting Officer upon request). (xi) FAR 52.212-4 applies to this acquisition. (xii) FAR 52.212-5 applies to this acquisition -- 52.212-5 (b): The following additional FAR clauses apply to this Acquisition: 52.203-10; 52.219-8;52.222-26; 52.222-35; 52.222-36; 52.222-37. (xiii) The OCC reserves the right to make multiple awards for this request. A company may receive an award for Line Item 001 and not for Line Item 0002 or vice versa. The period of performance for each Line Items 0001 and 0002 is one year. (xiv) DPAS -- Not Applicable. (xv) CBD Numbered Notes -- Nor Applicable.
