Solicitation Number F07603-97-R8210 DUE 052798 Requirement is for
Architect-Engineer Services, Open End Contract for 8(a) firms.
Multi-Disciplinary Architect-Engineer Services for
Commercial/Industrial type activities at Dover Air Force Base DE. Work
includes one or more of the following: () Production of design, plans,
drawings (using AUTOCAD software), estimates and specifications as
required to execute construction projects and/or to support base
comprehensive planning activities; (2) Execution of fact-finding
sutdies, surveys (including asbestos, lead and other environmental work
required for facility renovations), investigations and economic
analyses in support of design activities; (3) Inspection of projects
under construction, which may have been designed by others. The
Indefinite Delivery Contract will have a maximum monetary limit of
$750,000 per year, with a minimum of $5,000 guaranteed against which
individual work orders of up to $299,000 may be written. The initial
contract will last l year, with a Government option of extending the
contract up to an additional 4 years in yearly increments. Typical work
includes, but is not limited to, alteration, repair and demolition of:
(1) Lighting and Power Distribution Systems; (2) Heating and Air
Conditioning Systems; (3) Grounds, Roads, Buildings and Structures; (4)
Miscellaneous Services and Utilities; and (5) Fire Suppression Systems.
Firms desiring consideration should be multi-disciplined, or should
include data on their consultants. Desired personnel disciplines
include: civil, structural, environmental, mechanical and electrical
engineers, and architects. Firms desiring consideration must submit
both Standard Forms (SF) 254 and 255 with self-certification of Small
Disadvantaged Business firm annotated. An SF 254 is also required for
each consultant or joint firm. SF 254's submitted with the last year
will be considered. Non-responsive firms will not be considered by the
A-E Selection Boards. Significant evaluation factors and relative
order of performance are: (1) Past experience in the types of work
required; (2) Availability of experienced key personnel to work on
Government projects; (3) Capacity of firm to do the work on schedule;
(4) Past Performance of the firm on prior Government and private
contracts; (5) Geographical proximity to Dover Air Force Base DE; (6)
Volume of work previously awarded to the firm by DOD. Estimated
contract start date is 30 Sep 98. The contract is for one year with
four 12 month option periods which may be exercised at the Government's
option. Competition is restricted to 8(a) firms registered with the
Small Business Administration (SBA) in the Standard Industrial Code
(SIC) 8712 (size standard $2.5 million). Firms desiring consideration
must submit appropriate data as described in Numbered Note 24, with the
exception that a SF 255 must be submitted for consideration on this
project. No other general notification to firms under consideration for
this project will be made and no further action is required. The SBA
Requirement No. is 0353-98-802931. Eligibility of the the apparent
successful offeror will be determined by the SBA District Office
servicing the apparent awardee. All firms must register in the Central
Contractor Registration (CCR) in order to receive award. This is not
a request for proposal. SF 254 and SF 255 shall be submitted to 436
CONS/LGCK, 639 Atlantic Street, Room 243, Dover Air Force Base DE
