MULTIDISCIPLINE SERVICES DUE 11 June 1998, 3 p.m. local time. POC Chris
Wentworth, Contract Specialist, 850-884-3273. The A-E will perform (A)
Planning services: site, utility, infrastructure; traffic and facility
planning studies and analysis; (B) Investigation services: topographic
surveys, geotechnical analysis, and reports, investigation of existing
building conditions, environmental surveys and studies, hazardous
material (asbestos, lead based paint, etc.) surveys and studies; (C)
Design services: schematic design, design development, value
engineering, cost estimating, preparation of specification and
construction contract documents. Engineering firms should be able to
cover all major engineering disciplines such as civil, structural,
mechanical, electrical and environmental. It is the responsibility of
the firm to clearly indicate for which category they are submitting --
Architect or Engineering. If a firm desires to be considered for more
than one category, separate submittals are required. Projects are all
located within the confines of Hurlburt Field. Multiple awards may be
considered under this advertisement. Selections may be made for
professionally registered firms in the state of Florida. The following
criteria will be used for basis of selection: (1) Experience and
technical competence of the firm in comparable work; (2) Capacity of
the firm to accomplish the work in the required time; (3) Geographic
proximity to Hurlburt Field; (4) Adequacy and qualifications of
personnel who will actually perform work, including consultants; (5)
Past performance history on DoD and other contracts in terms of quality
of work, cost control and compliance with performance schedules; (6)
Volume of work previously awarded to the firm by DoD in the last 12
months with the objective of effecting an equitable distribution of DoD
A-E contracts among qualified firms. Include the following statement in
submitted section 10, Standard Form (SF) 255's "This firm/joint venture
has been awarded $xxx,xxx of DoD fees in the twelve months preceding
the date of this SF255." Firms desiring consideration must submit
Standard Forms 254 and 255 in duplicate. In part 11 of the Standard
Form 254 include owners name, point of contact, address, phone no. and
fax no. This information may be used to send out surveys to the owners
to determine the firm's past performance. Responses should address only
specific items requested in this announcement and Standard Form's 254
and 255. Extraneous information will not be reviewed. Each A-E selected
is guaranteed a minimum of $5,000 in fees for the basic contract period
only. The A-E fee for any one-task order may not exceed $299,000, with
the cumulative amount of all task orders not to exceed $400,000 per
year. The contract will be for one year (or until the $400,000 limit is
reached, whichever comes first) plus four one-year options. The same
dollar restrictions apply to each of the option years. Type of contract
will be an indefinite delivery, indefinite quantity. Responses must be
received before 3:00 P.M. local time 11 June 1998 to be considered for
