States Agency for International Development (USAID) Mission in Panama
is seeking applications (Standard Form 171) from an interested
individual to work under a Personal Services Contract (PSC) as
Environmental Specialist in the Office of Sustainable Development
(OSD), and assist in activities supporting the achievement of the
USAID/Panama Strategic Objective (i.e., Improve Management and the
Protection of the Panama Canal Watershed). Applicants may be U.S.
citizens and U.S. residents only. Principal role of this Contract is to
serve as the alter ego to the Office Chief of OSD and share fully in
the responsibilities assigned to that position. Responsibility may also
be delegated for planning and implementing a specific portion of an
office program or staff function. This position has been classified at
a U.S. Government GS-14 level, which has a salary range of U.S.Dollars
($61,656-$80,151) per annum. The actual salary of the successful
candidate will be negotiated within this range depending on
qualifications and previous earning history. The Contractor should
have: (1) Experience (at least 5 years) in working in natural
resources/watershed management and protection activities; (2) Previous
USAID experience is desirable but other U.S. Government experience may
be substituted if involved in natural resources management on work in
managing watersheds; (3) Overseas development experience, preferably in
Panama and necessary in Latin America. Demonstrated ability to perform
in a Latin American setting is essential; (4) Professional experience,
knowledge and strong interpersonal skills are required to effectively
interact with senior level GOP and U.S. government officials, private
sector representatives and representatives of NGOs and community
groups. Previous experience in effectively working with these various
groups is essential. In this light the Contractor should have
demonstrated consensus and team-building qualifications and experience;
(5) Spanish speaking and reading ability at a minimum FSI3 level is
required and a higher level is preferred; (6) Education: Masters degree
required as a minimum with a preference for a graduate degree(s) in
invironment, natural resources, or similar fields. RFP-PAN 98-015 will
