R -- TO OBTAIN THE SERVICES OF A CONTRACTOR WITH EXPERTISE IN THE LATIN AMERICAN DECENTRALIZATION/LOCAL GOVERNANCE POC Contact Point: Contracting Officer, Dana Doo-Soghoian, (202) 712-5671 The U.S. Agency for International Development (USAID) intends to conduct negotiations with Mr. Paul Fritz to provide expert services in Latin America decentralization/local governance to carry out strategic planning, activities development, implementation and management of the Democratic Local Governance Results Package (DLG RP). A justification and approval for other than full and open competition has been prepared based on Federal Acquisition Regulation 6.302-1, Only One Responsible Source. Responsible, responsive individuals or firms may submit clear and convincing documentation, including technical and pricing data, to indicate the individual's or firm's ability to meet the Government's requirements. If a response is received that meets the requirements, and an analysis of such a response indicates that a solicitation document would be more advantageous to the Government, a formal solicitation may be issued. No solicitation document exists; request for such documents shall be considered invalid responses. Written response is required within fifteen (15) calendar days from the publication data of this action. No oral responses will be accepted. See numbered Note 22.
