SUBJECT: Geothermal Heat Pump SUPER ESPC for Energy Savings Services The U.S. Department of Energy (DOE), Oak Ridge Operations Office, will issue on the Internet a Request for Proposals for energy and maintenance cost saving services under indefinite delivery indefinite quantity (IDIQ) contracts. The scope of the multiple IDIQ awards will include federal facilities throughout the 50 states, the District of Columbia, and the territories. Federal agency sites will acquire energy services via delivery orders against the IDIQs. All delivery order projects will be centered on geothermal heat pump (GHP) systems (also referred to as geo- exchange systems, ground-coupled systems, groundwater systems, surface water systems) but may include other energy cost saving measures (ECMs). These national technology-specific GHP SUPER Energy Savings Performance Contracts (GHP SUPER ESPCs) will be similar to the regional general-purpose SUPER ESPCs already awarded by DOE The major difference is that all delivery order projects awarded against GHP SUPER ESPCs must be centered on GHP systems. This procurement is a partial small-business set aside. One of the multiple awards is set aside for small business. This national competition will be based on one "initial project" involving selected buildings at Naval Air Station (NAS) Oceana and Naval Amphibious Base (NAVPHIBASE) Little Creek, which are within several miles of each other near Virginia Beach, VA. Walk-through tours of the site will be conducted on June 17, 1998. All participants in the walk-through must submit a tour reservation by June 5. A reservation form is located in Attachment D to Section L of the RFP. The Offeror selected to develop projects at the initial site will have the opportunity to perform a detailed energy survey and revise the offer for the delivery order in accordance with new information discovered during the survey. The solicitation document will be issued in WordPerfect and Word formats on the Internet on May 28, 1998, at http://www.doe.gov/procurement/oro_home.html. There will be an additional Site Data Package with narrative in WordPerfect and Word formats, tables in Excel format, and drawings and attachments in hard copy format for the "initial project". No hard copies of the RFP will be mailed. Responses to the RFP will be due approximately 60 calendar days after the RFP appears on the internet.
