20228 Z -- REMOVAL OF TWO COPEPAK PRESSES SOL BEP-98-0025 DUE 051898 POC

combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6 as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation. Bids are requested and a written
solicitation will not be issued. The Invitation for Bid (IFB) is
identified by Solicitation No. BEP-98-0025. The solicitation document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-04. This acquisition is a Small
Business Set Aside. The SIC code is 1796 with a Small Business Standard
of $7,000,000. The requirement is as follows: The Bureau of Engraving
& Printing (BEP) Washington, DC facility has a requirement to remove
two printing presses (Copepak #13 and #16) from the facility. The
presses are located on the second floor (B200M) of the Bureau in the
main building. The Copepak #13 and #16 will be scrapped. The contractor
must prepare a rigging plan for BEP approval prior to the start of
work. This plan must address the method in which the presses will be
removed to include what equipment will be used to remove the Copepak
machines from B200M to the outside of the building. The contractor
shall dismantle, remove and scrap Copepak #13 and #16. Because of the
size and weight, the print unit and the bielomatik table must be
removed via the window on the north side of B Wing with the use of a
crane. A staging area will be provided to the contractor. All press
equipment including piping, wiring, ducts, etc. are to be removed so as
not to leave anything protruding on the concrete floor and trenches.
Both machines have trenches under them. The steel plates covering the
trenches for both machines shall be scrapped. All fluids shall be
removed from the presses prior to shipment. After removal of all
equipment from each press area, the area shall be scrubbed with an
industrial type cleaner to remove all dirt, oil, and grease. Any
dismantling by the contractor, shall be performed by mechanical means.
However, if unknown conditions exist whereby the use of a cutting
torch is required, the contractor shall obtain approval from the
Contracting Officer. The Government will disconnect all main utilities
to Copepaks #13 and #16. The Government will also install a removable
plywood window. Although Copepak#13 is on the south side of B wing,
the window for removal for both presses must be on the north side of
the wing. Contractor personnel shall have successfully completed
apprentice and journeyman training at a recognized school normally
sponsored by many union locals. Dismantling of the presses shall be
performed between 7:00 a.m. and 3:00 p.m., Monday through Friday.
Removal of the presses from the Bureau shall occur only on Saturday,
Sunday and/or any holidays as determined by the Contracting Officer.
Performance shall not begin prior to June 2, 1998 for the removal of
Copepak #16 and June 15, 1998 for the removal of Copepak #13. All work
must be completed by June 23, 1998. Award will be based onthe lowest
bid received. Bids must reflect scrap value associated with the
scrapping of the two Copepak machines. FAR 52.212-1, Instructions to

submitted to the Bureau of Engraving & Printing, Office of Procurement,
Room 705A, 14th & C Streets, SW, Washington, DC 20228-0001, ATTN: Tammy
McLeod. BIDS ARE DUE ON OR BEFORE MAY 18, 1998 BY 3:00 P.M. EST. A
Pre-Bid Conference has been scheduled for May 7, 1998 at 10:00 a.m. at
the Bureau. All persons attending the Pre-Bid Conference are requested
to notify Tammy McLeod, (202) 874-3137, 48 hours prior to the pre-bid
conference date, in order that they may be entered into the system for
entry into the building. All technical questions concerning this
