Army Special Operations Command intends to issue a solicitation for a
firm-fixed-price contract with Metatech for 346ea part number 25-35.27
and 116ea part number 25-04.7 EMI Connector Filters on the MH-47E and
MH-60K aircraft. Delivery is estimated to be 52 weeks after contract
award. The EMI Connector Filters are thin, flexible rubber inserts that
are slipped between the pins of RTU J1, J2,J3, and J4 connectors. These
disks include an array of discrete capacitors of specific capacitance
that are suspended within the rubber body, and are connected between
each pin and the connector shell via a web of gold-plated filament
wires. A qualification test will be performed to verify the Governments
performance objectives. The intended source is Metatech, 2309 Renard
Place, SE., Suite 401, Albuquerque, New Mexico 87106. Metatech possess
engineering expertise and technical data to develop the EMI Connector
Filters. Interested persons may identify themselves to the contracting
officer. This is not a request for competitive proposals. However, all
proposals received within thirty days after date of publication of
this synopsis will be considered by the Government. See Note 22.
Amended: Standard Industrial Classification (SIC) Code applicable to
this acquisition is 3679. The size standard is 500.The EMI Connector
Filters are commercial items. Commercial procedures are applicable at
FAR Parts 12 and 13.6. The RFP will be issued no later than 4 May 1998
with closing date 26 May 1998. The Government does not own technical
data for EMI Connector Filters. Metatech owns all design rights and is
the only known manufacturer. The proposed contract action is for
supplies or services for which the Government intends to solicit and
negotiate with only one source under the authority of FAR 6.302. A
determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the Government. Information received will normally be considered
solely for the purpose of determining whether to conduct a competitive
