This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. F41652-98-T1524 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-04. This procurement is available to both large and small businesses. Line Item 0001, Qty 6 Ea: Contractor will accomplish the following service to six, model 1700 International Harvester, 28 passenger school buses, with 6.9 L engines, listed by registration number below: Remove the complete existing air conditioning units currently mounted to the following buses: 85B04083, 85B04084, 85B04085, 85B04086, 85B04087, 87B03592. Major A/C items to be removed are the auxiliary engine with attached fuel tank and lines, A/C ducting, overhead panels, electrical components, hoses and condensers. Upon removal of the ducting, all holes in the interior roof panel will be covered and the interior roof will be painted to match existing color. Vendor will be responsible for disposing of all removed items. Provide and installation of a new air conditioning system, using FR12 refrigerant with the following specifications. The new A/C system will be a ducted system with louvers at each row of seats. It will use dual compressors belt driven off the bus engine, dual skirt mounted condensers, four 35,000 BTU evaporators (total system is 140,000 BTUs). The control head is mounted at the driver's seat, which allows for independent control of each of the four evaporators (each evaporator can have temperature and blower speed adjusted, with three blower speeds. The system must be capable to reduce the ambient temperature 35 degrees in 30 minutes when starting at 100 degrees Fahrenheit. New A/C system must come with a minimum 2 year complete parts and labor warranty. Installation must begin within 4 weeks after contract is awarded. A/C units will be installed consecutively allowing 5 days installation per bus, until completed. The provision at FAR 52.212-2, Evaluation -- Commercial, applies to this acquisition and the evaluation criteria in paragraph (a) of the provision shall consist of, in descending order of importance: (i) technical capability of the products and services offered to meet the government's requirements; (ii) price: and (iii) transportation costs. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certifications, -- Commercial Items, with it's offer.
