The support/logistics environment for the Toshiba system is in place and operational at USSTRATCOM. Specific make and model is needed so all current and newly acquired systems interface at the lowest possible level to ensure optimal mission accomplishment. No substitutions will be allowed. USSTRATCOM has justified, and the Government has approved, this specific make and model requirement. The provision at FAR 52.212-1, instructions to offerors, applies to this acquisition. In accordance with the provision at FAR 52.212-2, Evaluation of Commercial items (Oct 1997), the Government will award a purchase order, resulting from this solicitation, to the responsible offeror whose offer, conforming to the solicitation, will be the most advantageous to the government based on lowest price.
