A single source has been approved for the purchase of the GCI Toolkit, manufactured by Photon Research Associates, which is the single vendor capable of responding to this notice. PRA is the sole developer and supplier of the Toolkit. This toolkit will be used by NPOESS contractors, ITT, and Raytheon, as GFE to develop standard scene images for evaluation by the NPOESS/IPO. PRA is the single responsible source, under the authority of 41 U.S.C.(c)(1), One Responsible Source. If altrnative vendors respond to this notice, they must supply complete information on their product, and how it can be used to produce standard scenes.
