(916)978-5137 The Bureau of Reclamation, in cooperation with the U.S.
Fish and Wildlife Service, is proposing to transfer title of portions
of Carson Lake and the Carson Community Pasture (Carson Lake) to the
Nevada Department of Wildlife. Authority for the transfer stems from
the Truckee-Carson-Pyramid Lake Water Rights Settlement Act. Actual
boundaries have not been finalized, but the study area approximates
29,000 acres. This contract calls for a multi-phase sample inventory
totaling 7,410 acres as one step in complying with Section 106 of the
National Historic Preservation Act. There are three goals for this
contract. The first goal is to identify and evaluate a sample of
cultural resources within the Carson Lake study area. The contractor
will design the inventory format and will be responsible for evaluating
properties for possible inclusion into the National Register of
Historic Places The second goal is to test a portion of the Toedokado
Model (Zenah et al. 1995). Responses to the RFP will describe how
thiswill be accomplished. The use of Geographic Information System
(GIS) technology is a requirement of this contract to further model or
predict the occurrence of archeological resources on unsurveyed
portions of the study area. The contractor's response to the RFP
constitutes the inventory plan or research design for inventory of the
Carson Lake study area. The final goal of this contract is to
accomplish the inventory and report preparation in an expeditious
manner in order to meet exchange requirements. Contractors will be
required to have regional cultural resource experience in the Carson
drainage in west central Nevada. Contractors must also possess or have
access to GIS technology. The system must be must be compatible in
ArcInfo format and accessible in ArcView 3.0a. The RFP requires
documentation of GIS availability and qualifications of any GIS
personnel as well as principals responsible for the over all cultural
resource product. Contractors will be required to submit a technical
proposal in addition to a price proposal for the work. The solicitation
has been setaside for small businesses. The SIC Code utilized for this
acquisition is 8732. Under this SIC code, a business is considered
small if their average annual receipts are not more than $5 Million for
the preceeding 3 years. The solicitation is scheduled to be released
