DACA05) DATABASE AND RELATED SOFTWARE DEVELOPMENT AND DESIGN,
HYDROLOGICAL ENGINEERING CENTER (HEC), DAVIS. Modification -- this
project is now set- aside for small business. Under this contract the
Contractor will undertake specific tasks associated with the
engineering analysis, software design and prototyping, software coding
and testing, applications, and deployment or relational and other
database-related software associated with Corps Water Control Data
System (WCDS) and HEC software development projects. Task orders will
be issued defining the specific task to be undertaken and product to be
developed. For each task, the Contractor will work substantially
on-site as a member of one or more of the HEC software development
teams, working together with HEC staff and possibly other contractors.
HEC has several major software development projects underway. These
include: modernization of the Corps Water Control Data System (WCDS);
modernization of the time series data management system HEC-DSS; and
development of the next generation hydrologic engineering software
family. The WCDS employs a commercial relational database system for
managing hydromet, water resources project, and other data. HEC NexGen
models and other applications software access the database for
information and post-model results back to the database. Database data
models, applications software interfaces, and related software
development are accomplished by in-house staff supplemented by
task-specific contract assistance. Database applications-related
software is developed using a variety of productivity tools that enable
fielding the products in a multi- user applications in a network
environment employing state-of-the-art use of Graphical User Interface
(GUI), graphic display, visualization and animation, object-oriented
technology, and commercial and public domain database technology. This
proposed contract is 100% set-aside for small business. SIC CODE. This
procurement will be conducted under SIC code: 7371. The size standard
for this SIC code is: $18,100,000.00. REQUEST FOR PROPOSAL. The
acquisition method is negotiated procurement. A technical and cost
proposal will be required. Evaluation by the Government will result in
selection of firm that represents the best value to the Government.
Estimated cost is between $500,000.00 and $2,500,000. For more

must be ordered by the CUT OFF DATE of 12 May 1998, to ensure receipt
