The Department plans to procure contract services for a Contractor to conduct a study that will describe third-party lending activity carried out by communities under the Commmunity Development Block Grant,(CDBG)Section 108, and Economic Development Initiative,(EDI) programs. The study is expected to estimate the size and quality of the loan portfolio that has evolved as a result of these activities. It will appraise the success of these loans in terms of job creation, business, loan pay back, leveraging, and cost per job created. And examine the reasons why communities have used Section 108, their experiences using Section 108, the effect of EDI money on that use, and results of Section 108 projects. The Request For Proposal(RFP) release date is anticipated to be May 18, 1998.
