R -- MYSTERY SHOPPING POC Jewell R. Powell, jpowell@email.usps.gov The U.S. Postal Service (USPS) wishes to prequalify sources to design, develop, and administer a mystery shopper program for retail operations. The objective of the program is to provide a tool for postal management to measure unit proficiency and ease of use. The program will focus on consumer and business related transactions that take place at the retail counter. The post office and retail clerk will be rated (using a standard questionnaire) based on attributes such as appearance, helpfulness, job knowledge, waiting time, etc. The results of the program will help the USPS to focus attention on improving customer satisfaction. Approximately 18,000 shops are to be completed each postal quarter. Offices to be shopped include urban, suburban and rural locations in the 50 states, U.S. territories and the Caribbean. The program will consist of the following compenents: 1) sampling plan; 2) creation of retail and business scenarios/questionnaire for mystery shoppers; 3) retail training for mystery shoppers; 4) analysis and reports; 5) creation and maintenance of an electronic database using commercially available software; 6) quality assurance process; and & 7) flexibility to meet the needs of the USPS mystery shopper program. Companies wishing to be prequalified should have at least five (5) years experience in the mystery shopping industry. The company must have a minimum of three (3) years experience working for a national or international company on a mystery shopper project requiring coordinating efforts with different levels of the organization. Prequalification does not constitute a contract award. The USPS is prequalifying sources so that an adequate number of well-qualified sources are available to compete for contracts. Each company will be evaluated on current and past performance on similar contracts, corporate history and capabilities, quality assurance procedures, capabilities and experience administering large scale projects.
