Specialist, (671) 339-8115 This is a solicitation notice for sources
sought to provide landscaping services for various locations, Andersen
Air Force Base, Guam, M.I. The services required include design,
implementation of landscape and irrigation systems design, and
maintenance of landscaped areas and irrigation systems. Design involves
preparation of complete drawings, specifications, basis for design
calculation, cost estimate, and other incidental work for design and
construction of landscaping work and irrigation systems. Implementation
of design includes i) seedbed preparation, topsoiling, fertilizing, and
mulching to various areas, ii) site preparation and sodding for erosion
control, iii) planting and replanting of trees, and iv) irrigations
systems. Maintenance of landscaped areas include planter beds and lawn
care maintenance. The Contractor shall furnish qualified supervisory,
administrative and labor personnel and shall provide all tools,
materials, and transportation necessary to accomplish the work. A firm
fixed price contract is intended for award without discussions.
Therefore, offerors are encouraged to submit their most favorable
proposal. However, the Contracting Officer Officer reserves the right
to hold discussions(other than communications conducted for the purpose
of minor clarification) if deemed necessary. Evaluation factors are (A)
Technical Excellence, with significant subfactors listed in order of
importance (1) artistic principles, (2) method of planting, (3)
preparation of plants, (4) communication, (5) government requirements,
(6) quality control, (7) clarity of proposal, and (8) personnel
qualifications, (B) Past Performance, with significant subfactors
listed in order of importance, (1) similar projects, (2) irrigation
designs, (3) drainage designs, (C) Price. When combined, Technical
Excellence (with subfactors) and Past Performance (with subfactors) are
more important than Price. Also, a test program for evaluation
preference for Small Disadvantaged Business Concerns will apply (DFARS
252.219-7006). The SDB preference will be applied at the last stage of
the overall best value evaluation process. The estimated price range is
$100,000.00 to $350,000.00. Contract performance period is currently
estimated to be 540 calendar days. The Standard Industrial Code (SIC)
is 0782 and the annual standard size is $3.5 million. Proposal will not
be restricted to Small Business Concerns. Request for Proposal (RFP)
will be issed 13 May 1998, with proposals due 12 June 1998. There will
be no public bid opening. A site visit is tentatively scheduled for
14-15 May and 18-20 May 1998. All interested offerors are encouraged to
attend the site visit. Once available, request for RFP documents must
be in writing stating the RFP number N62766-98-R-9054 with complete
company name, address, area code and phone number, fax number. RFP
