synopsis/solicitation for commercial items prepared per the format in
FAR Subpart 12.6, as supplemented with the additional information
included in this notice. This announcement constitutes the only
solicitation. PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION
WILL NOT BE ISSUED. (ii) Solicitation number for this RFP:
1PI-R-1063-98; is a Request For Proposal (RFP). The following
Provisions and Clauses are incorporated into this RFP by reference and
are in effect through Federal Acquisition Circular 90-42. This
procurement is unrestricted and is being advertised as full and open
competition. SIC 5031, 100 Employees. UNICOR, Federal Prison Industries
requirement is for three years. This is Indefinite Delivery/Indefinite
Quantity requirement for door frames. The estimated maximum quantity

11.250", QTY 100 EA. Line items 0001 through 0010 are Hollow Metal Door
Frames of various Frame depth shall be manufactured, constructed and
finished, using the materials specified in the National Association of
Architectural Metal Manufactures, Hollow Metal Manufacturers
Association: Standard 863-90 Sections 2.04 and 2.04. Frames are to be
completely welded, ground and assembled or in a knock down stage (as
ordered). Packaging for shipping shall be in a manner that will prevent
damage, twisting and racking. All prices are to be FOB Destination
pricing to field location for the manufacturing of the frames.
****NOTE: Majority of the Frames will be 36" X 84" with depths that
fall in the 5 3/4", 6 3/4", and 7 3/4" Size. However, different depth
may be required per door schedule. Almost all will be used for a
masonry type door mount. Line items 0011 through 0020 will be
wrap-around style door frames of various depths to go around and
existing metal frame. Materials will be 12 gauge in accordance with
ASTM A66. Minimum thickness for hinge reforcing places is 3/16" X 1
1/2" X 10". Hinge reinforcement will be drilled and tapped 1/4 X 20
screws and to accept a 1/2" abuse stub. Strike opening will be
reinforced with a minimum of seven (7) gauge steel in a manner that
will negate the use of an additional strike plate. Strike opening will
accommodate a 3/4" X 2" bolt. Frames will be manufactured in a way
that when installed will only decrease the existing door opening by no
more than one inch in width and 1/2" in height. The manufacturer shall
supply an installation diagram of the frame with each shipment. Any
parts, IE, shims, screws, etc. shall be supplied by the manufacturer.
Federal Prison Industries Pekin will supply standard hinge and strike
locations to the manufacturer. Packaging, and shipping and pricing
shall be the same as listed for line item 0001 through 0010. ****NOTE:
For pricing purposes the majority of the frames will be 36" X 84" with
depths that fall in the 4.75" to 7.5" Size. However, many different
dimensions and depths may be required per door schedule. These frames
will be used for security detention doors. Required delivery time after
receipt of order: Line Items 0001 through 0010 -- 1 EA to 25 EA, 15
Days after receipt of order, 26 EA to 100 EA, 45 Days after receipt of
order, and 101 EA to 500 EA 90 days after receipt of order. Line Items
0011 through 0020: 1 EA to 25 EA, 20 days after receipt of order and 26
EA to 100 EA, 45 days after receipt of order. ***NOTE: Bidder must be
aware that delivery will be in many different locations across the
continental U.S. with the possibility of many orders within a short
time frame. FAR 52.216-19 Delivery Order Limitations Delivery order
Minimum Quantity is one (1) each and the maximum delivery order amounts
are 500 each per item and 2,000 each maximum per delivery order. FPI
Pekin will guarantee the purchase of 500 Frames per the awarded
contract. The maximum order quantity is 5,000 Each. Offerors shall
state their standard warranty they offer in this response to this RFP.
(iii) Clauses/provisions: FAR Clause 52.212-1 "Instructors to
Offerors-Commercial," is by included by reference. The following are
addenda to FAR Clause 52.121-1: Paragraph (c) Period of Acceptance of
offers; The offeror agrees to hold prices their proposal firm for 60
calendar days from the date specified for receipt of offers. Award may
be made to a single offeror. Offerors are advised that awards may be
made without discussions. Award will be made to the responsible
offeror(s) whose proposal is responsive to the terms of the RFP and is
most advantageous to the government. Each offeror is required to
provide past performance information for same/similar supplies, to
include 2 most recent contract numbers, point of contact/current
telephone numbers, type of supplies provided. (iv) FAR provision
52.212-2 Evaluation-Commercial Items applies to this solicitation and
the following evaluation criteria (arranged in their order of
importance) shall be used to evaluate offers: Past Performance, Cost,
Specification. (v) FAR clause 52.212-4, Contract Terms and
Conditions-Commercial Items, hereby applies to this solicitation. (vi)
FAR clause 52.212-5 Contract Terms and Conditions Required to
Implement Statues or Executive Orders-Commercial Items applies to this
acquisition with the following addenda: The following FAR clauses are
hereby incorporate by reference: 52.203-6, 52.226-18, 52.2216-19,
52.216-22, 52.216-27, 52.217-2, 52.219-9, 52.232-33, 52.232-34,
52.212-3, 52.212-2. This proposal must be received not later than
Friday, May 8, 1998, 3:00 p.m. Eastern Standard Time and must be mailed
to Federal Prison Industries, ATTN: Chyrel McPherson, Contract
