synopsis/solicitation for commercial service prepared in accordance
with the format in FAR Subpart 12.6, as supplemented, with the
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation number RFQ
667-14-98. This solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-04.
This acquisition is unrestricted. The standard industrial
classification (SIC) 3652. Requirement: A computer driven videotape
recording and playback system that provides readily available mass
delivery of viewing material to staff and patients. The purpose is to
provide efficient delivery of health education training material "as
needed". 1. Minimum functional configuration is as follows: a. Storage
for at least 250-350 videotapes. b. Capability for simultaneous
playback of at least eight (8-12) different videotapes. c. Video
recording capability. d. Automatic insertion and removal of videotapes
into the videocassette unit/units (operator free). e. A user
accessible database, which permits a user to access the system through
the medical center telephone system, request a videotape, and view the
tape at the television set, assigned to that telephone. f.
Automatically records identifying information regarding the individual
viewing a tape and the tape viewed. g. Capable of adding software to
construct, administer and analyze tests based on videotaped
presentations. h. Capability to individually restricting access to
specific videotape broadcast channels for each identified television
set. I. Continuous 24 hour, 7 day a week operator free access. j.
Expansion capability (videotape storage and videocassette units). k.
All equipment shall have a storage cabinet specifically design for the
purpose. l. The ability to interface with the existing medical center
broadcast networks with a minimum of additions and/or renovation. 2.
This facility currently has a CCTV and an Entertainment system.
Contractor will be required to utilize the existing infrastructure
components and augment as necessary in order to provide an operational
system that will deliver the desired end product throughout the
medical center. The contractor will be required to provide the
necessary information regarding how they propose to install and modify
any existing wiring infrastructure to make the system operational. 3.
Firms who possess the required equipment and installation capabilities
are encouraged to submit a proposal for such system. Sufficient
literature shall be provided to asset the equipment capabilities. 4.
Site Visit: Site visit is mandatory. Prospective contractors shall
familiarize themselves with the facility in order to provide an

subject to the service contract act and the applicable Department of
Labor wage determination applies. To obtain a copy you may contact the
office in paragraph 10. 6. Award: Award will be made to that offeror
(1 ) whose proposal is technically acceptable and (2) whose
technical/cost relationship is the most advantageous to the Government.
While cost is secondary to technical, it will be a factor in the award
decision. The critical factor in making any cost/technical trade-off
is not the spread between the technical scores, but rather what is the
significance of that difference. The significance of the spread scores
will be determined on the basis of what that difference might mean in
terms of performance and what it would cost the Government to take
advantage of it. Award may not necessarily be made to the offeror
submitting the lowest offer. Also, award may not necessarily be made
for technical capabilities that would appear to exceed those needed for
the successful performance of the work. The Government reserves the
right to make cost/technical tradeoffs that are in the best interest
and to the advantage of the Government. 7. The provisions at FAR
52.212-1, Instructions of Offeror -- Commercial Items (Jun 1997)
applies to this acquisition. There is not an addenda to these
provisions. The clauses at FAR 52.212-4, Contract Terms and Conditions
