76 -- TECHNICAL MANUALS FOR THE E2-C AIRCRAFT STANDARD AIR FLIGHT CONTROL SYSTEM SOL N68335-98-Q-0222 DUE 051598 POC Mr. Carl Ruzicka, Code 2131, (732)323-2741 The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to procure on a non-competitive basis, with Northrop Grumman Corp., updated technical manuals describing the operation and maintenance of the standard air flight control system for the E2-C aircraft. It is intended to negotiate an order with Northrop Grumman under the terms and conditions of Basic Ordering Agreement N68335-97-G-0241 to satisfy this requirement. It is intended to negotiate exclusively with Northrop Grumman due to the fact that the standard air flight control system for the E2-C aircraft is being upgraded by Northrop Grumman and they are the only known firm with the capability to provide updated technical manuals describing the upgraded operational and maintenance requirements of the system. Consequently, this procurement will be conducted under the provisions of 10 USC 2304(c), FAR section 6.302-1. All responsible sources are encouraged to submit a proposal which may be used by the government in determining whether ornot to conduct a competitive procurement. Responses should reference N68335-98-Q-0222. A determination by the government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the government. The Navy anticipates a firm fixed price contract. (0120)
