proposed contract is to conduct a study that shall determine the nature
and extent of the outstanding Driving While Intoxicated (DWI) warrant
problem in a minimum of twenty-five (25) sites. This study will not
only determine the nature and extent of the DWI warrant problem, but it
will also identify existing strategies that local jurisdictions are
using to address this problem in their communities. The results of this
study will provide each community with a more accurate picture of the
effectiveness of their DWI enforcement program and also document
practical strategies that can be used to minimize the outstanding DWI
warrant problem. The contractor shall develop a data collection plan to
determine the nature and extent of the outstanding DWI warrant problem
in the selected sites. This plan shall consist of the following two
(2) efforts: 1. Site Data -- The contractor shall obtain outstanding
DWI warrant information from a minimum of twenty-five (25) sites. The
contractor shall work with the appropriate local agency (s) to obtain
information on those DWI offenders who have been charged with a DWI
offense but have not appeared for their court date (failure to appear).
In their data collection plan, the contractor shall specify all the
steps involved in obtaining this data. For example, the contractor
shall note which agencies will need to be contacted, how the data will
be obtained (the contractor shall discuss issues related to whether
the warrant data is available on electronic files or only on paper),
and how the warrant will be analyzed (the contractor shall discuss
issues related to missing or incomplete data). 2. Focus Group Data --
In order to bring together views on the outstanding warrant issue, and
to provide an additional opportunity to learn of innovative strategies
to deal with the problem, the contractor shall conduct one (1) or two
(2) focus groups with knowledgeable individuals from across the
country. The contractor shall select participants who actively work
with DWI offenders and the warrant process in their community (court
administrators/Sheriff's departments, or law enforcement officers who
regularly serve warrants). In order to minimize project costs, the
contractor shall schedule the focus group(s) to be in conjunction with
a national meeting of professionals from one of the above areas. In
this manner, the contractor can take advantage of professional
representatives already being gathered together (thus avoiding travel
costs for participants) in a central location. It is contemplated that
a cost reimbursement contract will be awarded for this effort. The
anticipated period of performance is 18 months. This solicitation will
be mailed to those organizations responding in writing to this
