The National Institute of Standards and Technology (NIST) intends to enter into a sole source contract with SRI International of Menlo Park, California under the authority of 41 U.S.C. 253(c)(1) -- Only one responsible source and no other type of services will satisfy agency requirements. This contract requires the production of 2240 quartz-fiber filters, each containing 0.5 mg to 1.0 mg of Baltimore Urban Dust. The particle filter material shall be referred to as Standard Reference Material (SRM) 2784. SRI International is the only research organization capable of homogeneously redistributing a known quantity of particles (<2.5 mm diameter) in air for filtration and homogeneous redeposition on up to 320 quartz-fiber filter substrates simultaneously. The Government anticipates the award of a firm-fixed priced purchase order. The required period of performance is from the effective date of purchase order award (FOB Destination -- Gaithersburg, MD) through March 31, 1999. The proposed requirement is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations. However, all proposals received within fifteen (15) days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A Request for Quotation (RFQ) package is not available.
