synopsis/solicitation for a commercial item prepared in accordance with
the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR),
as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation, quotes are being
requested and a written solicitation will not be issued. The
solicitation number is 1 PI-Q-0035-98. The solicitation document and
incorporated clauses and provisions are those in effect through Federal
Acquisition Circular 97-04. This requirement is 100% set aside for
small business concerns. The Standard Industrial Classification is
3559, and the small business size standard is 100 employees. UNICOR
Federal Prison Industries, Inc. Intends to enter into a firm-fixed
price, definite delivery type contract for equipment providing project
management, design development equipment/accessories, installation and
production data and services for the following commercial items Clin
0001: Grand Rapid Model 670 Surface Grinder, Serial Number 670127 or
equivilant.QTY: 1 each Clin 0002: Chevalier FSG 3A 1020 Axis Automotive
10X20 Surface Grinder or equivalant.QTY: 1 each CLIN 0003: Chevalier
618M 6X18 or Equivalent Surface Grinder:QTY: 1 each CLIN 0004: Sharp
QVM 111 Milling Machine or Equivalent.. UNICOR wishes to trade-in the
following items: 0001: 1970 Grand Rapids Model 670 Surface Grinder
(Serial #670127), 0002: 1952 Grand Rapids Model 55 Surface Grinder
(Serial #55572), 0003: 1978 Bridgeport Model 144003 Milling Machine
(Serial #2831237). This specification covers the materials and services
that shall be required to furnish and install the clin number 0001,
0002, and 0003 and 0004. These requirements are to be met through a
cooperative effort by the contractor and UNICOR, as specified herein.
The scope of work for this project shall include the following
materials and services. 1. Project Management -- Complete
administration/coordination of the entire project.2. Design Development
Services -- Building preparation details. Equipment installation
details.3. Equipment/Accessories -- Including procurement of new
equipment/accessories and transportation, rigging and unloading. 4.
Installation Services -- To include assembly, leveling, anchoring,
installation of power and other services, and start-up and checkout of
new equipment. 5. Production Data Services -- To include equipment
operating and maintenance training. INTENT OF SPECIFICATIONS It is the
intent and purpose of this specification to cover and include each
item of new equipment; all engineering; installation services;
supervisory services; labor; and all actions necessary to put into
service in proper operating condition clin numbers identified above.
Further, it is the intent and purpose of this specification to have the
engineering/equipment contractor (herein called Contractor) totally
responsible for all engineering: furnishing, and installing all
equipment and accessories; and production data and services. This
service by the Contractor for shall be in cooperation with UNICOR,
FPI-Lewisburg. The Owner shall have the opportunity to review and
approve all plans and equipment proposed by the Contractor. PROJECT
PARAMETERS: 1. Sites/Facilities; The site for this project shall be the
existing metalworking factory of UNICOR, FPI-Lewisburg, Lewisburg, PA.
CONTRACTOR RESPONSIBILITIES: The Contractor shall be responsible for
the coordination of this entire project: engineering,
equipment/accessories, installation, and production services as
follows: 1. Design/Development Services: a. Facilities & Equipment (1)
Building Preparation -- The Contractor shall throughly review all
details for building preparation, including Floor construction,
electrical, services and compressed air, as required. Based on the
proposed equipment, Contractor shall provide the necessary details for
preparation of the facility. (2) Installation Drawings -- Details
shall be developed to assist in the supervision of equipment
installation. Information shall include assembly and mounting details,
details for utility connection, and others as required. b. Codes and
Environmental Issues Contractor shall install all equipment in
accordance with applicable codes; National Electrical Code, National
Fire Protection Association Standards, OSHA, and applicable building
code. Contractor shall identify requirements and include appropriate
applications, if required, filled out and ready for owner's submission.
A contractor's representative shall be available to meet with the owner
and or owner designated parties to discuss and clarify, as necessary,
any of the requirements developed in this phase of the project. A
project timetable (pert chart) shall be submitted to the owner 7 work
days after award. 1.Facility Schematics: A drawing illustrating the
intended system layout locating the major equipment shall be submitted
7 work days after award. The COTR shall approve the drawing prior to
any work being performed. 2.Equipment/Accessories: Contractor shall be
responsible for the procurement and delivery of all equipment and
appropriate accessory items necessary for a complete unit, functional
for all its intended use as detailed above -- Equipment/Accessories
Schedule. All mounting and utility connection materials shall be
included for hook-up to owner distributed utilities. a. Warranty --
Contractor shall insure processing of all warranty information.
Warranty for all equipment accessories, materials and workmanship shall
be provided by the contractor. 3. Installation Services: The Contractor
shall be responsible for supervision, labor, rigging and transportation
services as are necessary to install the new equipment. a. Contractor
shall provide supervision and labor to properly assemble/install all
new industrial equipment and accessories. Contractor's personnel shall
conduct operational test to ensure the equipment is operating in the
intended manner. The contractors personnel shall be throughly qualified
and experienced in the type of work and environment in which it is to
be performed. b.The contractor shall be responsible to make repairs and
restore the building and/or facilities to original condition, for any
damage that may result from installation of contractor-installed
equipment. c. Contractor shall coordinate new equipment installation
and existing equipment operation to minimize disruption of current
manufacturing capabilities. 4. Production Data and Services: The
contractor shall provide owner with the following data and services to
assist in the start-up of operations, ensuring satisfactory
implementation of the project objective: a. Manuals -- Two complete
sets of operation and parts manuals shall be provided for all
contractor furnished equipment. Manuals shall be bound in a heavy-duty
three-ring binder with equipment indexed according to the
specifications and drawings. b. Training: Technical services
(Equipment) -- After completion of the installation, the contractor
shall provide technical supervision/training for a period of 2 calender
days ( man days to train the owners personnel and inmate workers in the
operation/maintenance of the new equipment. If, at the end of the above
designated working period, additional supervision is required, the
contractor shall provide the necessary services on a per diem basis at
their standard rates. OWNERS RESPONSIBILITIES: The satisfactory
implementation of this project will require a cooperative effort by
both the Contractor and the Owner. The following items are not intended
to limit the Owner's responsibilities, but rather to identify those
that are appropriate. 1. Documentation of and assistance with all
appropriate local codes. 2. Submission of contractor prepared
applications and any costs or fees incurred in order to obtain state,
federal or local clearances or permits required for this project. Any
modifications to plant due to environmental requirements that could not
be anticipated, is the responsibility of the owner. 3. Any federal,
state or local sales or use taxes incurred as a result of this project.
4. Security of contractor's personnel, equipment and tools, as well as
equipment on site. 5. Utility/service to the industrial building shall
include electric power and compressed air with capacities matching load
requirements to be shown on the contractor's drawings. 6. Any new
building construction/alteration required for the proper installation
of the equipment i.e.. Construction of any special pads or pits,
Relocation of any existing equipment or structural enclosures where the
new equipment is to be located, Utility distribution to within 10 ft of
contractor furnished equip, Facility updates to meet environmental or
safety requirements not imposed at time of contract. 7. Full-time
supervisor/liaison to be available on-site to work with Contractor's
supervisory personnel 8. Hand tools and equipment, as required, for
building modification and equipment installation. 9. All production and
support equipment/accessories not included in this specification
necessary to meet production and operator safety requirements. 10. All
equipment/facilities/systems/services, etc. not specifically
identified in the equipment and services to be provided by the
Contractor shall be provided by the Owner. This general category will
include, but not necessarily be limited to the following: Material
handling equipment 11. Raw materials. EQUIPMENT AND ACCESSORIES: Listed
herein are the equipment and accessories the equipment Contractor shall
furnish. The equipment shall conform to the specifications, shall be
new and of good quality. All equipment shall be provided complete
including freight to the plant site. Warranty from the contractor for
all equipment, materials, and workmanship shall be a minimum of twelve
months with warranty period starting at the completion of equipment
installation. Any manufacturer's warranties extending beyond the
warranty period shall be brought to the attention of the Owner. The
equipment contractor shall supply the motor/starting equipment and all
associated power transmission equipment for new machinery. All motors
shall meet with the NEMA and Underwriters' specifications for motors
of their class. The temperature rise, based upon an ambient temperature
of 40 degrees Centigrade shall not exceed 40 degrees Centigrade on any
part, when the motor is operated at specified voltage and frequency,
and a maximum service factor of 1.15 for ODP motors and 1.0 for TEFC
motors. Motors over 1HP shall be 208 volt, 3 phase, 60 cycle, unless
not available as standard for some specific equipment items. Motors 1HP
and smaller may be 120 volt, single phase, 60 cycle. all equipment must
conform to the voltage available in the plant. The starting equipment
in general shall be of the across-the-line type with overload
protection by hand-reset temperature overload relays. Starters for
integral horsepower motors in general shall be of the magnetic
contractor type with "start-stop" push-button control. Fault-current
interrupting devices shall reclose the circuit automatically. Manual
starters shall be permitted on motors that have spring loaded
switchesor on motors where automatic reclosing of the circuit does not
create a hazard to personnel. Manual starters shall be properly
equipped with low voltage protection feature. SPARE PARTS AND
maintenance LIST: Upon completion of the project, the contractor shall
provide to the owner a costed spare part list and a completed
maintenance list. The contractor shall throughly review all details for
building preparation, including floor construction, electrical services
and compressed air as required. The COTR for this acquisition is: Mr.

ext. 389. Delivery shall be made FOB Destination 16 week after receipt
of purchase order to: UNICOR, Federal Prison Industries, Lewisburg,
SITE VISIT: A site visit shall be required for any offeror who wishes
to submit a quote. Offerors shall utilize the site visit to determine
the trade-in value of the existing equipment and to investigate the
site in preparation of quote and any clarification needed. Serious
offerors who anticipate submitting an offer shall contact Alice

subject to a background investigation and approval prior to entering
the United States Penitentiary, Lewisburg. To ensure your request was

conducted during the week of June 8, 1998. Upon receipt of this
solicitation and prior to submitting an offer, the offeror shall review
the specifications carefully. Any clarifications shall be submitted
prior to the quote due date. Quotes are due by June 22, 1998 at 1:00
pm. All offers can be Federal Expressed to 400 1st St., N.W., ATTN: Bid
Custodian, 7th Floor, Washington, D.C. 20534. Offeror may fax their
quotes to (202) 305-7362/63. Offers who fax their quote must follow-up
via telephone to ensure quote is received (202) 305-7264. Fax quotes
shall be directed to the Attn of Alice Calabro, Contracting Officer.
Offers may be submitted on the Standard Form 1449 or on letterhead
stationary. All offers must reference the solicitation number in their
offer as well as any discount terms that are offered and the remit to
address (if different from the mailing address). Offers must include
business size. Any offer that does not include the certifications and
representations contained in FAR 52.212-3 may be excluded from
consideration. Offers will be evaluated in accordance with FAR
Provision 52.212-2, Evaluation of Commercial Items, technically
acceptable on a go/no basis for brand name or equal offering, price and
past performance. Offerors shall submit with their quote the following:
The offeror must present a list setting forth the name of the
manufacturer, the model number or catalog number and descriptive
literature, drawing or catalog cuts of the equipment and accessories he
proposes to furnish under each item. The offeror must provide a list of
customers to include name of company, point of contact and telephone
number which the offeror has performed the same or similar type of work
as stated in this solicitation. Offerors shall ensure all references
are notified that they may release any performance information to
UNICOR. Equal importance will be given in the evaluation of this offer.
Offerors shall provide a firm fixed price for clin 0001, 0002, and
0003. A fixed price for each item shall include costs for project
management, design development, equipment/accessories, installation
services and production data and services. Offerors shall provide a
price for trade in items for items 0001, 0002, and 0003. Award will be
made on an all or none basis. Offerors shall ensure quote includes
