S -- ENVIRONMENTAL LABORATORY SAMPLING AND ANALYSIS SOL N62477-98-R-3072 DUE 061298 POC Estella Balmaceda (301) 757-4715 Contract Specialist This project is to obtain Environmental Laboratory Sampling and Analysis at Naval Air Station, Patuxent River, Maryland; Webster Field, St. Inigoes, Maryland; Solomons Annex, Solomons, Maryland; and other outlying areas. The work includes, but is not limited to: provide all labor, supervision, management, tools, materials, equipment, facilities, and transportation to perform environmental laboratory sampling and analyses in accordance with the requirements specified in the solicitation and the Environmental Protection Agency (EPA) most recent applicable regulations, guidelines and procedures. The contractor shall also provide quality assurance and quality control required for the preparation of sample plans, sample collection, sample pick-up, field analysis, field inspection of monitoring/collection equipment, flow measurements, operation of an analytical laboratory, sample analysis, preparation and maintaining a chemical hygiene plan, preparation and maintenance of Hazardous Material Use List, recording and reporting of analytical data regarding water, waste water and miscellaneous media submitted by NAS Patuxent River, Maryland. The miscellaneous media samples include air, liquids, solids, sewage, sediments, sludge, oils/fuels, and other hazardous materials. This acquisition will result in a firm fixed price/indefinite quantity contract acquired by using competitive negotiations. The contractor must demonstrate and will be selected by informal competitive negotiations procedures based on, at a minimum, the following evaluation factors: (1) Corporate Experience and Capability; (2) Technical & Management Approach; (3) Past Performance; and (4) Cost/Price. This contract provides a base year performance period with 4 years of options. This contract is set aside for small businesses concerns under the SIC 8734. Award will be made on initial proposals.
