from all business concerns will be accepted for Cumberland Gap
National Historical Park Project NPS-CUGA 25E26, in Bell County,
Kentucky; Claiborne County, Tennessee; and Lee County, Virginia. The
project consists of the hot asphalt concrete pavement overlay of U.S.
Routes 25E and 58, and miscellaneous side roads; installation of a
162-inch structural plate pipe inside Little Tunnel; and installing
rock fall netting. The project work also includes asphalt pavement
milling, lightweight structural concrete placement for backfill,
drainage improvements, utility conduit installation, and other
miscellaneous work. Principal items of work and approximate quantities
are as follows: Hot asphalt concrete pavement, 18,100 TON; Asphalt
pavement milling, 2-inch depth, 20,700 SQYD; Structural concrete, Class
A(AE) (Lightweight for backfill), 1,400 CUYD; 162-inch structural plate
pipe, aluminum, 770 LNFT; 4-inch encasement pipe, PVC, 3,250 LNFT. The
project is expected to fall within the price range of $1,000,000 to
$5,000,000. Invitation for Bids No. DTFH71-98-B-00016 to be issued on

recommended that all requests for bid documents and planholder's lists

not be accepted. The following applies to Minority, Women-Owned and
Disadvantaged Business Enterprises: The Department of Transportation
(DOT) Office of Small and Disadvantaged Business Utilization has
bonding programs to assist minority, women-owned and disadvantaged
business enterprises in acquiring short-term capital and bonding
assistance for transportation-related contracts. Loans are available
under the DOT Short Term Lending Program (STLP) at prime interest rates
up to $500,000 to provide accounts receivable financing. The DOT
Bonding Assistance Program enables firms to apply for bid, performance
and payment bonds up to $1,000,000 per contract. DOT provides an 80
percent guaranty on the bond amount to a surety against losses. For
