1 and 2, Southeast Federal Center (SEFC), Washington, DC Seawall
Replacement and Remediation, SEFC, 3rd and M Streets, SE, Washington,
DC. BID is 5/15/98. BOD is 6/16/98. Estimated cost range is $15,000,000
to $20,000,000. This solicitation is not set aside for small business.
However, this procurement is being made under the Small Business
Competitiveness Demonstration Program. Women -owned businesses are
encouraged to submit bids and so state that they are women-owned.
Competency of bidder for seawall will be required. The project consists
of replacing approximately 1460 feet of existing deteriorated seawall
along the shore of the Anacostia River located SEFC. The seawall is to
be bid in two stages. Stage 1 (Base Bid) includes 589 feet of the
seawall starting at the Washington Navy Yard property line will be bid
first. Stage 2 (Option 1) is the remainder of the seawall. The
existing seawall is to be demolished and the timber piles pulled from
the river bottom. It consist of a timber relieving platform consisting
of timber piles, timber wales, pile caps, timber decking and a timber
bulkhead made up of three staggered layers of timber sheeting for a
total thickness of twelve inches. The platform deck is located just
above mean low water with approximately seven to eight feet of fill
gravity concrete retaining wall constructed over the relieving platform
to retain the fill, provide the surface for mounting a timber fender
system and mooring cleats for tying up small vessels. The seawall has
an existing slip, which was previously used for berthing railroad
barges to transfer railroad cars from shore to barge and barge to
shore. The major components making up the new seawall (approximately
1464 feet) portion consist of the following: Steel sheet piling for
bulkhead construction. Precast prestressed concrete piles for seawall
support at most areas. Concrete filled steel pipe piles placed inside
auger drilled casings for use at and around the existing metro tunnels.
Precast prestressed concrete used as permanent formwork and part of the
composite concrete deck structure. Cast-in-place concrete pile caps,
facing wall and cast-in- place deck over precast planks. Timber fender
system. Cleats and bollards for vessel morring. The project includes
during Stage 1, the removal and disposal of contaminated soil at the
SEFC, Block SF (next to seawall) and includes, dewatering and
backfilling excavated areas with clean fill. The contaminates consist
of lead (2630 PPM at 1.0 feet to 9.0 feet) copper (8460 PPM at 3.0 feet
to 5.0 feet), and Bis (2-Chloroisopropyl) Ether (0.27PPMat 7.0 feet to
