66 -- LASER DOPPLER APPARATUS SYSTEM SOL NOI 9805 DUE 061798 POC Steve Gunn, 301-496-2814,Tom McFadden,Contracting Officer,301-496-9762 This is a combined synopsis/notice of the intent to procure commerical items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. The National Institute of Allergy and Infectious Diseases intends to procure a proprietary Laser Doppler Apparatus System from Perimed Inc. The Line items are: (1) Laser Doppler Main Unit, No: PF5001 (2) Laser Doppler Unit, No: PF5010 LDPM (3) Angled Probe, No: PROBE 404 Delivery shall be to the National Institute of Health, 9000 Rockville Pike, Bethesda, Md. 20892, F.O.B. destination. The proposed procurement is critical to a project related to the investigation of saliva of insects and ticks for the ability to facilitate blood feeding by these arthropods. Understanding the anti-clotting agents, saliva contains anti-platelet and vasodilator substances. The required Laser Doppler Apparatus System shall be capable of the following: (1) The Laser Doppler Apparatus System shall be able of hosting four functioning units. (2) Capable of maintaining linear measurement throughout the entire measuring range and compensating for scattering. (3) Capable of temperature provocation and/or tissue temperature measurement. (4) Able to provide information on the body's ability to deliver oxygen to the tissue. (5) Capable of interfacing signals from other devices for further analysis by means of computer software. See number Note 22. The provision at 52.212-2, Evaluation-Commerical Items, applies to this acquisition. The government will award a fixed price purchase order to the responsible contractor. Price and other factors considered: (a) Delivery of item in 45 days. (b) Ability to characterize novel vasodilator compounds or skin vasculature. All evaluation factors other than price, when combined are significantly less important than the price. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items applies to this acquisition. The clauses of subpart (b) which apply are :6 and 10. Any responses are due no later than 3:00pm Eastern Standard Time, June 17, 1998 to Steve Gunn.
