The Environmental Protection Agency's National Exposure Research Laboratory (NERL) has a requirement for Human and Ecosystems Exposure Monitoring Research Support. These contracts will provide quality technical support for the planning, conduct, analysis, and reporting of the Human Exposure and Atmospheric Sciences Division (HEASD) exposure research field study programs. HEASD/NERL is responsible for planning and conducting exposure field studies in support of the Office of Research and Development's (ORD) high priority research topics: High Priority Air Pollutants (Particulate Matter), Emerging Environmental Issues (Endocrine Disrupting Compounds), Research to Improve Ecosystem Risk Assessment, and Research to Improve Health Risk Assessment. The tasks to be accomplished include, but are not limited to: development of statistical surveys and study designs for small-scale pilot and large-scale exposure studies; development, refinement, and validation of exposure methods, protocols, and survey methods and instruments; recruitment of participants and locations into field monitoring studies; collection of survey questionnaire and time activity pattern data; collection of source, ambient, micro-environmental, and personal multimedia samples and the analysis of these samples for the EPA-determined environmental pollutants and/or degradation products; collection of human biological samples and analysis of these samples for EPA-determined environmental pollutants, metabolites, and degradation products; development of appropriate quality systems implementation plans and the implementation of quality assurance (QA) associated with field and laboratory studies as outlined in Agency QA policies and procedures; analysis and reporting of the field study results; compilation of all data (numerical, meta-, etc.) into EPA-approved computerized databases; preparation of technical reports and manuscripts describing the field research and exposure findings; and, transfer of resulting technologies, techniques, and information through symposia, manuals, guidelines, or other appropriate publications or media, to include the Internet. For information purposes, these contracts are at list partial follow-ons to existing contracts with Battelle Memorial Institute, Columbus, OH (68D40023) and Environmental Sciences and Engineering, (now QST Environmental Inc.) (68D20134). EPA anticipates the award of a maximum of two indefinite quantity/indefinite delivery contracts in accordance with FAR Part 16.504. Each of the multiple awardees will be provided fair opportunity to be considered for each task order in excess of $2,500. Individual task orders may be term or completion form and be awarded on a fixed price, cost-plus-fixed-fee, or time and materials basis. The minimum amount for this requirement is estimated to be $2M. The maximum contract ceiling is estimated to be $20M. The solicitation, PR-NC-98-10306, will be available on or about 5/29/98. Proposals will be due approximately 45 days after the RFP issuance date. No further synopsis will be issued. The solicitation and any subsequent amendments will be available via the Internet World Wide Web at http://www.epa.gov/oam/rtp_cmd only. Hard copies or diskettes will not be available. A preproposal conference will be held approximately one week after the issuance of the RFP.
