Station plans to issue a Request for Proposals (RFP) for the
development of a simulation program for proposed channel improvements
for Cape Fear River, North Carolina (Wilmington Harbor). Wilmington
Harbor is divided into three reaches for the proposed improvements. A
"real-time" ship simulation study shall be conducted to evaluate
proposed channel modifications. The offeror will supply WES with a
methodology, plan, or procedure to use the simulation model as an
evaluation tool. The primary objectives of the simulation program are
first to evaluate the safety of the proposed improvements and second to
optimize channel layout. Simulation models shall be developed for the
existing condition and proposed channel modifications. The project
should be modeled for its entire length even though the entire length
will not be transited during the simulation program. The existing
condition shall be used to validate the models, to provide familiar
"warm-up" runs for pilots, and to compare results from the simulations
of the proposed channel modifications. The simulator facility must
have a pilot-controlled bridge and a real-time model of vessel
behavior. Realistic modeling of the design vessels is essential. Two
simulators with ship-ship interaction are required for two-way traffic
exercises. A visual scene and radar image of the simulation scenarios
must be developed. WES will calculate tidal currents. Simulation runs
for both ebb and flood currents are required. The study shall begin
with a reconnaissance trip to the Wilmington, NC, area. The existing
condition simulation model shall be validated with two river pilots and
one docking pilot licensed for the Cape Fear River. A formal simulation
program shall be conducted with six river pilots and three docking
pilots. Existing and proposed channel layouts will be supplied to the
contractor as AutoCAD.DWG files. Issue date for Request for Proposals
is on or about 20 May 1998. Proposals are due by 1400 hours on 8 July
1998. Award willbe made based on "best value" technique. All
responsible offerors may submit a proposal which shall be considered
for award. It is the offeror's responsibility to monitor this site for
the release of the RFP and amendments (if any). Potential offerors
will be responsible for downloading their own copy of the RFP and
